Under the direction of the Senior Program Manager, the Site Manager (SM) employs project management principles and techniques to effectively manage and oversee the construction and daily site activities of a large multi-disciplinary project. The SM is responsible for managing the efforts of the project team, support elements, and subcontractors to deliver a completed project that meets all design specifications, codes, and quality requirements, within scope and on-schedule. This position requires strong leadership, communication, and administrative skills with an in-depth knowledge of building codes and the latest construction practices. The SM must also possess a strong understanding of safety and environmental programs. The SM ensures compliance with requisite contractual, US Government, DoD, U.S. Army, local and safety regulations, codes, policies, guidelines, and instructions.

Responsibilities
What You'll Do
- Plan, develop, organize, and manage all aspects of the project from initiation through close-out.
- Communicate effectively with various stakeholders to manage expectations and maintain positive relationships.
- Prepare and distribute project communication with customers, management, integrated project teams, and stakeholders.
- Coordinate engineering, design, procurement, and construction services for assigned projects.
- Conduct pre-construction planning and scheduling activities, coordinate and obtain any necessary pre-construction authorizations such as permits, submittals, surveys, etc.
- Review shop drawings and submittals and provide recommendations for approval / disapproval.
- Develop project schedule, labor forecast and workload requirements to ensure the efficient execution of all planned work.
- Manage logistical resources to ensure that all necessary materials and tools are ordered, inspected, delivered, and on-site to accomplish the job.
- Clearly define roles, responsibilities, expectations, and deliverable requirements to all subordinate team members.
- Direct the efforts of Project Supervisors to ensure adequate site supervision, employee oversight, and safety.
- Utilize current Project Management processes and techniques to manage the daily activities of the team comprised of skilled and unskilled workers as well as subcontractors throughout all phases of the project, including inspection and closeout.
- Coach, teach, mentor and coordinate training resources to ensure a safe, capable, and ready workforce.
- Ensure any changes to specifications, scope and / or drawings receive documented concurrence from the client.
- Inspect each phase of work to ensure code compliance and quality of workmanship requirements are met.
- Utilize various Project Management tools, such as scheduling software and Earned Value Management to monitor and control projects.
- Review and monitor labor hours and forecasts by project to capture productivity and performance details (lessons learned).
- Inspect projects and provide timely production updates to the client, Sr. Management, and other stakeholders.
- Ensure the complete and correct closure of projects to include submission of deliverables and closeout documents, material inventory, loss reports, lessons learned, project performance reports, and warranty information.
- Participate in the development of Construction Documents to include Statements of Work (SOW), Material and Labor Estimates, Risk Assessments, Project Specific Safety Requirements, and other documents as directed.
- Responsible for punch list, workmanship follow-up, and warranty work as needed.
- Perform project commissioning activities and ensure integration of all systems prior to turnover.
- Ensure project files are kept up to date and turned over to the customer upon Project closeout as well as conduct project closeout activities.
- Provide input to develop and implement continuous process improvement initiatives to enhance operations.
- Ensure all direct labor and subcontractor personnel comply with Environmental Safety and Health requirements.
- Adhere to company safety standards and promote safety culture among employees and subcontractors.
- Perform other duties as assigned.
QualificationsMinimum Qualifications
Education :
One year related experience may be substituted for one year of education, if degree is required.
Bachelor’s Degree in Business, Management or related discipline preferred.
Certifications : Other Requirements :
Experience :
Ten (10) years’ experience as a manager in a multi-discipline environment comparable to that offered under this contract.
Preferred background in military installation base support / infrastructure management.
