The Position :
Positions allocable to this class are distinguished by their primary responsibility for providing consultative services to social work staff, staff of other disciplines, personnel of public agencies and private organizations and agencies regarding various County-wide mental health programs and mental health treatment. Consultant positions receive administrative and minimal technical direction from higher-level administrative social work positions; also, they may report to physicians or general high-level administrative personnel. Positions allocable to this class are typically located in assignments which primarily require the provision of consultative services in connection with the psychiatric social work service component of a mental health program and to local agencies and organizations concerning the mental health needs of their clients and patients. However, these positions also, they may be located in assignments which require the provision of consultative services concentrated on program development and evaluation of mental health services for a specific target population, County-wide, in accordance with applicable laws and regulations. Positions in this class are distinguished from other professional social work positions which are responsible primarily for direct service to patients, supervision, or administration of social work services, and may provide consultation only as an ancillary part of their primary function. Consultant positions may provide direct service to patients as an integral part of providing consultation services related to training of professional social work staff and staff of allied health disciplines, and advisement concerning assessment and treatment of mental and emotional illness.
Essential Job Functions
Essential duties include, but are not limited to :
Develop and lead library programs and policies that provide prevention and early intervention services for individuals affected by mental heal issues, thereby expanding the library's role in the community and offering services beyond its traditional scope.
Create grant proposals to support new services or research initiatives focused on developing and refining library programs, including the implementation and evaluation of clinical social work components.
Collaborate with Administrative Services to develop request for proposals that identify suitable vendors and manage contracts related to social support services in library locations.
Create instructional materials, conduct training sessions, workshops and seminars to educate professional and para-professional staff in social work and / or libraries about the psychosocial, emotional, and physiological impacts on illnesses and disabilities.
Collaborate with the Safety and Security Specialist to develop effective responses and strategies for handling security incidents involving customers with mental health issues or the unhoused to support frontline staff.
Assess the impact of evidence-based practices, education, support and outreach on achieving program objectives in the ongoing effort to enhance mental health services.
Prepare reports, evaluation summaries and articles and research summaries on programs and activities for various stakeholders, including the executive team, District Offices, other departments and external partners.
Assess the financial and social implications of health-related legislation on the County and specific groups and evaluate the viability of revenue-sharing proposals in terms of healthcare priorities and potential effectiveness.
Advise professional social work staff and library staff on program procedural and legislative changes, as well as the availability and effectiveness of community resources and publications and research in the field.
Collaborate with representatives from various disciplines, departments, agencies, and community organizations, including healthcare facilities and private social work organizations, to optimize services for library patrons, clients, and staff.
Travel throughout LA County, visiting libraries and other locations to conduct site visits, attend meeting and events, participate in training sessions, and engage with partners, customers, and staff.
Oversee and supervise the activities of subordinate staff or consultants as needed.

Education :
Master's degree from an accredited college or university in Social Work
Experience :
Four years of professional experience in social work
One year of which must have been working independently
License(s) :
A valid and active Clinical Social Worker License
A valid California Class C Driver License
Physical Class II - Light :
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

EXAMINATION CONTENT
Training & Experience (T&E) Evaluation : This assessment type will evaluate the training, experience, and education you list on the questionnaire and assign a score based on a standardized scoring system. The part of the assessment is worth 100% of your total score and assess : Professional experience in social work and consulting and treating clients with mental health needs.
The passing score for the assessment is 70%.
DESIRABLE QUALIFICATION

Candidates with the desired qualification beyond the one (1) year requirement may be eligible for extra credit.
ELIGIBILITY INFORMATION

Candidates who passed the assessment are placed on a list in the order of their score group for a period of twelve (12) months. We will use this list to fill vacancies as they occur.
