Job description

Position : Database ETL Developer

Location : Austin, TX 78763

Duration : 6-12 Months

Position Objective :

The selected Contractor will provide the skills and talent to support Generate application services so that OSPI can improve data processing efficiency and meet federal reporting requirements. The contractor will meet the following objectives, perform database activities related to data storage to data processing, produce data deliverables for each program engaged with the Generate Application, meet all program acceptance criteria that makes the application useful, construct the application so that it can assist OSPI with data management and reporting, and provide the skill sets needed to support OSPI program successful use of Generate.

  • Prepare accurate data for OSPI to improve efficiency in submitting the Washington State EDFacts report to the Department of Education by the required submission date.
  • Collaborate with program staff to define the data requirements and timelines.
  • Develop robust ETL code compatible with Generate and Microsoft SQL Server.
  • Create thorough documentation of business rules, ETL processes, and technical details for future reference and replication by the end of each annual submission.
  • Maintain the Generate system in operating order to perform the functions above.

Responsibilities :

The selected Contractor will perform the following activities at different times in the data

lifecycle.

  • Write code to validate ETL while populating the Generate staging tables. Extract, transform, and load (ETL) data from files provided by OSPI from EMS or other OSPI data systems into Generate. This includes staging data and loading the data into the Generate Database for processing and preparation for reporting.
  • Consult and gather requirements with program staff to determine the technical details of what data will go into the Generate Application and when.
  • Verify OSPI source data maps from source tables or files to the Common Education Data Standards (CEDS).
  • Discuss and document use cases and disseminate that information to Program Sponsor and stakeholders.
  • Maintain the Generate Database so that it can receive data and produce the required information.
  • Maintain the Generate web server, application development, and application test environments. Coordinate version upgrades with OSPI Information Technology Teams.
  • Maintain Generate database security with Active Directory Accounts.
  • Test the ETL code and correct the defects as directed by the related Program Sponsor .

    • Required Skills and Qualifications :

    Minimum Qualifications :

  • At least six (6) years of experience writing and testing SQL Server queries in a complex SQL server environment.
  • At least four (4) years of experience being independently responsible for database management of a SQL Server Database Management System.
  • At least two (2) years of experience with project management and communication skills in a data environment working with clients.
  • Ability to write SQL code from scratch for the proper staging, and population of tables.
  • Ability to understand and write stored procedures that execute ETL code and move data into Generate to produce information for OSPI to use in reporting to EDFacts.
  • Ability to troubleshoot unexpected incidents with ETL code, data validity, and the database server.
  • Knowledge and experience using Generate to create data used by state agencies.
  • Ability to understand data warehouse concepts and implement those concepts to maintain the Generate database.
  • Ability to understand and produce information for data analytics related to data stored in Generate.
  • Knowledge and experience with Scrum Development Lifecycle.
  • Consultants who do not meet these minimum qualifications will be rejected as non-responsive and will not receive further consideration. Any proposal that is rejected as non-responsive will not be evaluated or scored.
