Job description

Material Procurement Specialist

Keysight is seeking a Material Procurement Specialist to join our Global Procurement Materials organization, supporting one of the most critical areas of our supply chain: board-mountable electronic components and semiconductor technologies. This is not a transactional purchasing role. You will serve as a strategic partner responsible for developing supplier relationships, managing commodity strategies, mitigating supply chain risk, and ensuring the long-term availability of critical components used in Keysight's industry-leading test and measurement solutions.

In this highly visible role, you will collaborate closely with engineering, manufacturing, technical operations, planning, and program management teams to support both new product introductions and sustaining production. You will influence sourcing decisions, drive supplier performance, identify cost reduction opportunities, and help ensure continuity of supply across a global supplier network.

As part of a team responsible for a significant portion of Keysight's electronic component supply chain, you will have the opportunity to work with leading semiconductor and electronics suppliers while helping support innovations across communications, aerospace and defense, automotive, semiconductor, and emerging technology markets.

Responsibilities

  • Develop and execute commodity and supplier strategies for electronic components and board-mountable technologies supporting Keysight's global supply chain.
  • Manage strategic supplier relationships, including supplier performance, capability assessments, capacity planning, risk mitigation, contract support, cost reduction initiatives, and quality improvements.
  • Partner closely with engineering, technical operations, planning, manufacturing, and program teams to support New Product Introduction (NPI) programs and ensure sourcing strategies align with technical, operational, and business objectives.
  • Monitor global supply markets, supplier capacity, and industry trends to proactively identify risks and develop mitigation plans that support continuity of supply.
  • Develop and maintain forecasting and capacity planning processes for both sustaining and new product requirements.
  • Support purchasing and planning organizations by monitoring supplier performance and helping resolve supply, delivery, and quality issues.
  • Create and maintain supplier technology roadmaps that align business requirements with supplier capabilities and long-term sourcing strategies.
  • Lead supplier performance management activities, including annual supplier scorecards and quarterly executive business reviews.
  • Analyze supplier, commodities, and market data to identify opportunities for operational improvements, cost savings, and supply chain optimization.
  • Collaborate with cross-functional stakeholders to drive sourcing decisions that support Keysight's revenue, margin, and customer delivery objectives.
  • Travel approximately 10% domestically and internationally to supplier and manufacturing locations.

Qualifications

Required:

  • Bachelor's degree in Business, Supply Chain Management, Engineering, Operations, or a related discipline, or an equivalent combination of education and experience.
  • Typically 8+ years of progressively responsible experience in strategic sourcing, commodity management, supplier relationship management, procurement, or supply chain management, preferably within semiconductor, electronics manufacturing, or other high-technology industries.
  • Demonstrated experience developing and executing commodity strategies, supplier roadmaps, supplier performance initiatives, cost reduction programs, and supply chain risk mitigation strategies.
  • Proven ability to lead cross-functional initiatives and influence sourcing decisions across engineering, manufacturing, planning, operations, and supplier organizations.
  • Experience managing strategic supplier relationships, including supplier performance, capacity planning, forecasting, contract support, sourcing strategies, and continuity of supply.
  • Strong analytical and problem-solving skills with the ability to interpret data, identify trends, and translate insights into business recommendations.
  • Proficiency with statistics, data analysis, forecasting, and reporting tools used to support sourcing, supplier management, and supply chain decision-making.
  • Advanced Microsoft Excel skills, including formulas, pivot tables, lookups, and data analysis techniques.
  • Strong working knowledge of Microsoft Office Suite, particularly Excel and PowerPoint.
  • Excellent verbal and written communication skills with the ability to effectively influence suppliers, stakeholders, and business partners at multiple levels of the organization.
  • Ability to handle confidential and sensitive information with professionalism and discretion.

Preferred:

  • Experience supporting semiconductors, electronic components, electronics manufacturing, or other high-technology supply chains.
  • Experience supporting New Product Introduction (NPI) programs and collaborating with engineering teams on sourcing strategies.
  • Experience with Oracle ERP or other enterprise supply chain systems.
  • Experience with Power BI, SharePoint applications, or other business intelligence, reporting, and data visualization tools.
  • Experience building dashboards, supplier scorecards, forecasting models, or supplier performance reporting.
  • Experience with VBA, macros, automation tools, or advanced Excel reporting capabilities.
  • Familiarity with Microsoft SharePoint workflows, application development, or process automation.
  • Professional certifications such as APICS CPIM, CSCP, CPSM, or equivalent.
  • Knowledge of global supply chain risk management, supplier development, commodity management, and strategic sourcing methodologies.

Location & Work Arrangement:

This position is based onsite and offers flexibility to accommodate collaboration across global teams and time zones. Core collaboration hours are generally between 10:00 a.m. and 3:00 p.m. local time, with occasional schedule adjustments to support international supplier and business partner interactions.

The preferred work location is Santa Rosa, CA, where the hiring manager and key team members are based. Additional consideration may be given to candidates located near our Santa Clara, CA or Colorado Springs, CO offices. While limited remote work flexibility may be available as business needs permit, this role is primarily intended to be an onsite position, with regular in-office collaboration strongly preferred.

The level of role will be based on applicable experience, education, and skills. Most offers will be between the minimum and the midpoint of the Salary Range listed below.

Pay Range:

  • Santa Rosa, CA: Minimum $106,810 - Maximum 178,020
  • Santa Clara, CA: Minimum $117,200 - Maximum $195,330
  • Colorado Springs, CO: Minimum $98,900 - Maximum $164,830
