Fuel Distribution System Worker
Job Description
Refuels rotary and fixed-wing aircraft using hot and cold refueling methods. Performs aircraft defueling operations as requested. Ensures that fuel quantities for both air and ground vehicles are on hand to meet requirements and needed stock is obtained from proper locations. Prepares and submits reports dealing with airfield POL operations and accountability. Records meter readings, aircraft identification, and fuel quantities issued to aircraft. Procures signatures and completes required paperwork to insure accountability and reimbursement for fuel issued. Maintains accurate daily and monthly fuel issues and receipts records. Ensures operator preventive maintenance checks and services are performed and recorded for the refueling system. Notifies supervisor of any safety hazards, personnel problem, and fuel accounting errors. Ensures quality of aviation-grade fuel by sampling fuel, checking filter separators, inspecting tanks for water and sediment, and interpreting results. Implements established procedures in the event of a fuel spill or mishap. Complies with all Department of Defense, Department of the Army, and Occupational Safety and Health Act requirements for protective clothing and safety requirements. Complies with Material Data Safety Sheets when handling fuel and other petroleum products. Performs duties as or ensures the presence of a fire marshal. Follows all environmental directives and laws pertaining to disposition of solvents, fluids, and other fuels. Serves as the hazardous materials (HAZMAT) custodian. Inspects, maintains, and operates anti/deicing equipment. Issues cryogenic products, anti/deicing fluids and/or packaged petroleum products, as required. Transfers fuel from bulk tanks to aircraft refuel vehicles and other customers by operating pumps and accessory equipment. Sets pipeline hoses, tank valves and manifold switches to regulate flow. Monitors equipment and makes appropriate adjustments to maintain adequate pressure and proper fuel mix. Uses plumb bob and scale to sound tanks for net volume received or issued. Takes temperature readings, computes the mean temperature and, using a table, converts readings to correct volume. Identifies product and uses filters to insure purity. Keeps accurate records of gage and scale readings to insure correct volume and accountability. Submits fuel samples for laboratory analysis and maintains log of laboratory results. Completes daily inspections of fuel containers and storage areas. Patrols servicing area for debris, trash, and other hazards. Provides transient alert assistance and marshalling services. Directs aircraft to designated parking areas and refuel/defuel points using proper hand, arm, and wand signals. Ensures transient aircraft are properly chocked, grounded, provided mooring, and armaments set on safe before servicing. Grounds petroleum distribution equipment and aircraft. Connects fuel hydrant and operates pump controls. Drives and operates multiple special use vehicles including "follow me" vehicle to lead aircraft, fork-lift, air stairs, all terrain vehicle, Surface Brake Friction Tester, aircraft towing equipment, and aircraft refuel trucks with manual transmissions, four or more forward speeds, and airbrakes; up to a capacity of 5,000 gallons and an empty weight of 12 tons and exceeds 32000 pounds when full. Performs operator's preventative checks and services on refuel vehicles. Completes initial and annual flightline driving training and certification, and demonstrates knowledge/understanding of air traffic control light gun signals, radio communication requirements and other procedures for operating vehicles in controlled and uncontrolled aircraft movement areas. Escorts non-licensed contractors and other personnel through aircraft movement areas. Monitors, inspects and removes foreign object debris (FOD) from aircraft parking areas. Contacts airfield operations to arrange for ramp sweeping and FOD pickup when necessary. Performs administrative tasks in support of the Fuel Distribution System Worker (MVO) Supervisor including preparing reports, correspondence, logs, and other documents. Submits appropriate documents through the Fuel Automated System (FAS) to the financial management office in order to initiate proper reimbursement action. Performs other duties as assigned.
