As the Business Systems Analyst Senior, you will serve as a valuable resource and a critical member of a large and diverse team committed to improving and protecting Maricopa County's air quality. The position focuses on providing professional-level research, analysis, and implementation of technology enhancements within the division in coordination with other county departments and vendors. This technology is the vital link between the production of air quality data and its dissemination to our internal and external customers.

We Require
Three years of related analytical experience, including work with complex relational database systems involving data acquisition, integration across multiple systems, and advanced analysis of complex data structures
Bachelor's degree in Computer Science, Information Systems, or related field
We Also Value
Familiarity with Power BI to create and / or update reports
Familiarity with Microsoft Azure cloud environment
Familiarity with content management systems (CMS) to update online websites and documents
Proficiency in writing optimized SQL queries to extract, transform, and validate data from relational databases to ensure data integrity, support reporting needs, and fulfill ad-hoc data requests
Strong Microsoft Word skills and proficiency in collaborative tools such as Teams, SharePoint, and Microsoft Planner
Strong Microsoft Excel skills, including data connections and queries to develop reports, charts, and analysis
Job Contributions
Identifies data quality needs and root causes; develops automated SQL / Python scripts and queries to improve data quality; builds and maintains Power BI datasets / models to deliver leadership dashboards and briefs that communicate accomplishments and areas for improvement.
Provides high-level technical support and account / access administration for department technologies (portals, integrated apps, and related services); troubleshoots issues, fulfills access requests, and coordinates with vendors / IT teams to ensure secure, reliable user experiences for staff and the public.
Leads collaboration with AQD and ETI staff to inventory, document, and mature AI solutions; develops SOPs, training, and governance artifacts to ensure safe, compliant, and effective adoption across the department.
Defines test strategy and plans (integration, systems, UAT); prepares test data and detailed test cases; establishes UAT cycles and entry / exit criteria; trains business testers, triage defects, verifies fixes; conducts release-readiness reviews and validates deployments across non-production and production environments.
Engage stakeholders to collect data, analyze planning needs, develop problem statements, and define the scope of work. Produce requirements artifacts (BRD, user stories, acceptance criteria, process maps). Collaborate with developers and technical staff to monitor progress, resolve issues, and validate solutions. Assess, implement, and support system enhancements and related process improvements.
Provides operational support for database backup / restore workflows and routine system maintenance - including patching, integrity and consistency checks, index / statistics maintenance, capacity / performance monitoring, and ticket remediation; functions as the secondary DBA to monitor environments, troubleshoot issues, and apply documented procedures when the primary DBA is out.
Translates approved requirements into design, configuration, and integration specifications; prototypes workflows, data mappings, and interface components; configures applications and reference data and builds lightweight (non-production) SQL / Python scripts for prototyping / validation; coordinates with developers / admins to promote changes through change-management gates.
Provide lead experience and guidance to IT Business Systems Analyst and department staff on system functionality and best practices; reviews deliverables for quality and alignment; facilitates knowledge transfer and continuous improvement.

Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions.
Work is typically performed in an office environment and may include a combination of on-site and remote work or full-time remote work, at the discretion of the Director and as determined by business needs.
