Overview

Job Summary

Under the supervision of the Community Development Manager, this position is responsible for reviewing and processing development applications to ensure compliance with the Declaration of Reservations (Covenants). The role includes preparing application materials for Committee of Architecture (COA) meetings and attending meetings as needed. The position responds to community concerns regarding potential covenant violations, investigates and documents findings, and prepares formal notices outlining violations and required corrective actions. Additionally, this role provides responsive and professional customer service to residents and stakeholders within the community.

Essential duties and responsibilities may include, but are not limited to the following:

  • Reviews applications including plans and other documentation utilizing an online platform.
  • Responds to reports of concern by conducting site visits to verify compliance with the Covenants and conditions of COA approval.
  • Signs-off on building permits in accordance with COA approval.
  • Documents potential violations noting visual observations, taking photographs, and compiling other forms of evidence.
  • Prepares documents to include, but not limited to notification of violation, notice of hearing, strong letters, and progress of compliance.
  • Prepares information for applications, variances, hearings and quarterly reports for the COA.
  • Testifies in court when voluntary compliance is not obtained; maintains files including documentation of violations and other forms of evidence for use in court.
  • Obtains, files recordable legal documents with Pueblo County Clerk & Recorders office as needed.
  • Takes appropriate action for disposition of complaints and clarifies applicable regulation.
  • Resolves disputes or refers matters to other agencies as applicable.
  • Assists the Community Development Manager and other team members as needed in preparation of bi-monthly COA meetings and special work sessions.
  • Attending various meetings as needed when the Manager is unable to attend.
  • Scans documents into electronic record retention system.
  • Communicates and interacts effectively with staff, property owners, outside agencies, contractors, and the COA and informs interested and involved parties of matters requiring their attention.
  • Is inclusive and creative in problem-solving ideas and ways to educate and communicate to the community at large for covenant related information.
  • Promotes community pride by assisting with educating the community on the importance and value of the Declaration of Reservations through aesthetics, home value, community value, engagement efforts, and more initiatives that the department embodies.
  • Be advocates promoting health and safety in the workplace.
  • Embodies the District Core Values.

Knowledge

  • Knowledge of the principles and practices of the covenants, land use regulations, and other regulatory requirements.
  • Knowledge of conducting site visits, documentation of observations, and compiling evidence.
  • Knowledge of current principles and practices applicable to assigned areas of responsibility including local, state, federal laws and regulations related to assigned functions.

Skills

  • Read and interpret plans, subdivision plats, and other application documents.
  • Advanced computer skills to include the use of Microsoft Word, Excel, PowerPoint, OpenGov, ZenDesk and records retention management systems.
  • Strong interpersonal, analytical, and organizational skills.
  • Deal tactfully with customers to resolve issues.
  • Skilled in the use of critical thinking, problem solving and verbal de-escalation techniques.

Abilities

  • Ability to communicate with the public, speak and write clearly.
  • Ability to enforce covenants and other regulations with firmness, tact and impartiality.
  • Ability to establish effective relationships with staff, property owners, outside agencies, contractors, the COA, and to promote a positive team environment.
  • Ability to effectively practice conflict management to resolve interpersonal conflict.
  • Ability to identify and recommend solutions to problems in a timely manner.

Qualifications

Required Qualifications (Note: Any acceptable combination of education, training and experience that provides the above knowledge, abilities and skills may be substituted.)

Required Education/Certifications Required

  • High school diploma or GED
  • One year of code enforcement or closely related work experience required.
  • One year of experience reviewing development applications, plans, and associated documents.
  • Must have and maintain a valid Colorado class "R" driver's license.

Preferred Education and Experience

  • Associate's degree from an accredited school with a degree in Land Use Planning, Urban Planning, or a closely related field.

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:00 am-5:00 pm.

Physical Demands

  • Walking over uneven or rough terrain; awareness of surroundings; exposure to dust and weather conditions. Work may require exposure to dirt and soil, temperature extremes and unusual environmental conditions. Subject to call back in emergencies. Use of hands and fingers to operate computer keyboards, hand tools, mechanical tools and other devices.
  • Reaching, bending, stooping, and lifting up to 25 lbs.

Unusual Demands

  • Worker is required to provide assistance during call backs and emergencies; subject to frequent interruptions and deadlines; may be required to work beyond normally scheduled work hours.
