About Indiana Office of Technology :
The Indiana Office of Technology provides cost-effective, secure, consistent, reliable enterprise-technology services to our partner agencies so that they can better serve our mutual customer, the Hoosier taxpayer. IOT will also act as the technology and solution enabler for the State, helping its partner agencies achieve business objectives and innovation.
Role Overview :
The Information Technology Director (ITD) of IOT's GMIS division will have a critical role as the senior-most non-chief executive responsible for the statewide PeopleSoft Financials, HCM, Payroll, and Timekeeping systems. The work of GMIS impacts every state agency and employee, and this position will be the face of operations for all aspects of this element of the state's enterprise.
The ITD will provide strategic plans and guidance to IOT's chief executives, as well as both technical and non-technical executive stakeholders / partners across the state's executive branch. The ITD will be counted upon to deliver effective and timely communication to a wide variety of audiences, potentially during outage / crisis situations. The ITD will need exceptional judgment - particularly with respect to situations involving time, budget, or personnel constraints - and a demonstrated record of providing exceptional customer service to executive-level stakeholders.
This position will oversee four Deputy / Assistant IT Directors within a team of fifty-nine (59) staff and contractors responsible for all functions, including system / application upgrades; issue resolution; stakeholder guidance and training; 24x7 operational support; and integration of new systems / modules to support financial and human resources missions. The ITD will be responsible for staffing and budget plans, training / skill development, and business / product documentation associated with GMIS operations.
Salary Statement :
The salary for this position traditionally starts at $107,;but may be commensurate with education or work experience.
A Day in the Life :
The essential functions of this role are as follows :
- Establish current and long-range technology goals in accordance with the agency mission.
- Participate or lead discussions in the development of agency policy and planning for the future.
- Sets policies and procedures, technical standards and methods and priorities for information systems activities.
- Act as a liaison between information systems and other functions of the agency.
- Directly supervise or provide functional direction to Deputy Information Technology Director(s), function manager(s), supervisor(s) and other information technology staff.
- Dispense technical advice, guidance, direction, and authorization to carry out major plans and procedures.
- Analyze new technologies and makes recommendations to agency executives.
- Represent the agency’s information technology division at events and meetings that are within and outside of state government.
- Participate in the budgeting process with agency executives for the information technology division.
- Participate in overall planning for the agency bringing current knowledge and future vision of technology systems as related to the agency’s operations.
- Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
- Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.
