Excellent communication, negotiation, and project management skills. Experience with Iowa systems (Workday, I / 3). Certifications : NIGP-CPP, CPPB, CPPO, or NCMA CPCM. Experience in centralized procurement environments. Understanding of cybersecurity and data-privacy considerations in IT contracts.

Job Description
Client is seeking an experienced IT Contracting Officer to support IT procurement, contract management, compliance, and vendor performance activities. This is an onsite role requiring 2–3 days per week onsite. Local candidates only.
Key Responsibilities
- Manage full IT procurement lifecycle : RFPs, RFIs, RFQs, and sole-source documentation.
- Draft, review, and negotiate IT contracts for software, SaaS, cloud services, hardware, and professional services.
- Work closely with legal, cybersecurity, architecture, and business teams to ensure compliance and technical accuracy.
- Ensure adherence to State of Iowa procurement laws, rules, and policies.
- Maintain procurement documentation and contract records.
- Guide internal teams on procurement best practices.
- Monitor vendor performance and assist with contract enforcement or issue resolution.
- Stay updated on industry trends and procurement regulations.
