MINIMUM REQUIREMENTS :
A bachelor’s degree from an accredited college or university and four (4) years of professional experience in planning, evaluation, research, analysis, business, government, social, health or rehabilitative services or fiscal work.
A master’s degree from an accredited college or university can substitute for one (1) year of the required experience.
A doctorate from an accredited college or university can substitute for two (2) years of the required experience.
Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
Possession of a valid Driver License.

JOB DUTIES :
Plans, coordinates and manages the documentation for transactions involving the use of sovereign submerged lands for aquacultural purposes pursuant to department’s aquaculture leasing program. Ensures that the required information is sufficient to complete and process applications and requests for actions; ensures that the documentation is accurate and correct; and ensures that transactions are completed in a timely manner and are consistent with relevant statutory authority and direction.
Reviews and evaluates applications for proposed aquaculture projects that require proprietary authorizations and determines that projects conform with the Florida Statutes and the Board of Trustees of the Internal Improvement Trust Fund’s established policies, rules, and regulations. Coordinates review and evaluation of aquaculture activities by relevant federal, state, and local regulatory entities to ensure that proposed activities meet and comply with regulatory requirements. Reviews the records of aquaculture lease applicants to identity unlawful activities associated with resource management and public health protection. Consults with applicants during the lease process. Prepares documentation for agency review and prepares agenda items. Represents the department by participating in workshops, public hearings, seminars, aquaculture-related committees and councils.
Coordinates and manages the administrative aspects of the aquaculture leasing program, including maintaining records and documents; preparing invoices and receiving payment for lease fees; processing lease renewals, transfers, assignments and cancellations; processing use agreements; conducting lease audits; completing advertising and notification requirements; and assisting in developing policies and procedures. Prepares lease instruments as authorized by the Board for aquacultural activities on sovereign submerged lands.
Develops, maintains and ensures the accuracy of the aquaculture leasing program database. Manages data input and data files, conducts data analyses and develops reports related to the database.
Performs other related duties as assigned.
