Job description

Summary This vacancy is for a GS-1712-9 / 11, Supervisory Training Specialist located in the Department of Homeland Security, U.S. Coast Guard, PPC CUSTOMER SERVICE DIVISION. Responsibilities You will serve as a Supervisory Training Specialist and be responsible for administering, advising on, designing, developing, and providing training programs for Coast Guard service members and employees, and supervising staff of four subordinates in order to accomplish the unit's mission. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include : Planning and assigning tasks and special work requirements to subordinates, based on priorities, selective consideration of the difficulty and requirements of assignments, and the grade level and capabilities of employees. Conducting on-going skills and knowledge assessment of subordinate personnel needed for the preparation of individual development plans, and to schedule and implement appropriate training / developmental assignments. Advising, counseling, and instructing employees on both work and office administrative matters. Evaluating performance of subordinates and taking appropriate follow-up action in order to address or avoid performance and conduct problems. Requirements Conditions of Employment All qualification requirements must be met by the closing date of the announcement. Key Requirements : Must be a U.S. Citizen or National. Must be registered or exempt from the Selective Service. See www.sss.gov A one-year probationary period may be required. A one-year supervisory probationary period may be required. Suitable for Federal employment determined by background investigation. Time in Grade requirement must be met by the closing date of the vacancy. Qualifications To qualify at the GS-09 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. OR Master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree; OR LL.B. or J.D., if related. OR Have a combination of directly related work experience and graduate level education. Combinations of successfully completed graduate education as described above and specialized experience as described above may be used to meet the total qualification requirements. To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. OR Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; LL.M., if related; OR Have a combination of directly related work experience and graduate level education : Combinations of successfully completed graduate education as described above and specialized experience as described above may be used to meet the total qualification requirements. Specialized experience must include the following : Planning, coordinating, developing, components of instructional design based on the findings of occupational analysis. Administering objective tests and other instruments to measure student achievement and the adequacy of instruction. NOTE : Education can be substituted for experience at this grade level. Specialized Experience (for positions above GS-5) : Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include : Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training / course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. For Community College of the Air Force GS-1712 positions only : Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate's degree in order for the school to meet accreditation criteria. If selection is made below the full performance level, the incumbent may be promoted up to the target grade without further competition, if all legal and regulatory requirements are met and when recommended by the supervisor. However, promotion to the full performance level is not guaranteed and is dependent on successful performance at the lower grade level(s). All Federal employees are required to have Federal salary payments made by direct deposit. National Service Experience (i.e., volunteer experience) : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education This position does not have a positive education requirement. If you are including education on your resume, report only attendance and / or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
