Job Description

International SOS is looking for qualified individuals to provide clinical counseling services at locations around the world for The Navy Fleet and Family Support Program (FFSP) which serves active duty members of the Navy, Marine Corps, Army, and Air Force plus their eligible family members; active duty members of foreign military services who are stationed in the area; reserve military personnel and their family members when they are eligible for military medical care, military members designated as severely wounded, ill and injured and their identified caretakers and, on a space available basis, military retirees and their family members and widows, eligible family members of military decedents and other groups as directed and authorized by higher authorities in response to special circumstances.

The Clinical counselor shall provide a variety of counseling services for FFSP critical incident, counseling and advocacy services for individuals, families and groups. The Clinical Counselor will provide assessment and short-term, solution focused counseling services to eligible individuals, marital or intimate partners, families and / or groups. The scope of practice for the Clinical Counselor is limited to counseling services for Other Conditions That May be a Focus of Clinical Attention and Adjustment Disorders. They will ensure referral for appropriate behavioral health follow-up of any psychological disorders or symptoms requiring longer-term and / or medical / psychiatric intervention and coordinate and manage specialized assessment and intervention services for at-risk children identified both inside and outside of the Family Advocacy Program (FAP).

Key Responsibilities

  • Provide group workshops, individual consultations, walk-around engagement, information and referral during return and reunion or departure and separation programs.
  • Provide outreach that targets the most at-risk groups to include : first-term service members geographically separated or socially isolated families, single parents, foreign-born spouses, and others with special needs.
  • Provide training, briefs / workshops to Command Family Readiness Groups.
  • Provide Pre- and Post-Deployment SAPR training using Navy standardized curricula, when not provided by SAPR personnel.
  • Provide assessment and short-term, solution focused counseling services to eligible individuals, marital or intimate partners, families and / or groups. Scope of practice is limited to counseling. services for Other Conditions That May be a Focus of Clinical Attention and Adjustment Disorders.
  • Ensure referral for appropriate behavioral health follow-up of any psychological disorders or symptoms requiring longer-term and / or medical / psychiatric intervention.
  • Coordinate and manage specialized assessment and intervention services for at-risk children identified both inside and outside of the Family Advocacy Program (FAP).
  • Report suspected child abuse and domestic abuse / violence to the local civilian authorities and the Family Advocacy Representative IAW Navy and state requirements. Implement restricted reporting for incidents of domestic abuse IAW DoD and Navy requirements.
  • Participate in site / regional quarterly quality assurance procedures to ensure that all clinical services provided are safe and of good quality.
  • Maintain data on number of clients who were not seen for routine clinical counseling due to staff limitations.
  • Document and maintain current records in the FFSMIS Clinical Counseling Record System for all non-medical counseling assessment and counseling services provided IAW current Navy requirements.
  • Ensure all non-medical counseling information and referral, and one-on-one consultation not resulting in clinical assessment are entered and counted in FFSMIS.
  • Ensure staff delivering non-medical counseling services are accounting for all services delivered in scheduling module in FFSMIS.
  • Participate in emergency response exercises carried out by the Region, Installation or FFSP.
  • Execute Emergency Family Assistance Center assigned responsibilities as exercised and directed.
  • Ensure that all information and referral, individual consultation and group education services related to Emergency Preparedness and Response are entered and counted in required systems.

Qualifications

Required Skills and Knowledge

  • Minimum professional qualifications include a current, valid and unrestricted clinical license or certification from a state or U.S. territory authorizing independent clinical practice in the fields of professional counseling, clinical social work, marriage and family therapy or clinical / counseling psychology.
  • Minimum educational qualifications include a master's degree in counseling accredited by the Council for Accreditation of Counseling and Related Educational Programs, a master's degree in social work accredited by the Counsel on Social Work Education, a master’s degree in marriage and family therapy accredited by the Commission on Accreditation of Marriage and Family Therapy Education, or a doctoral degree in clinical or counseling psychology and a one-year clinical internship accredited by the American Psychological Association.
  • Maintain current clinical credentials and privileges throughout their FFSP assignment.
  • Current, valid and unrestricted clinical license or certification from a state or U.S. territory authorizing independent clinical practice in the fields of clinical social work, marriage and family therapy or clinical / counseling psychology.
  • Maintain current clinical credentials and privileges throughout their FFSP assignment.
  • Must meet or exceed the requirements for Tier II qualified clinical practitioners, as described in SECNAVINST 1754.8.
  • Working knowledge of Microsoft 365.
  • Individual should be detail-oriented, self-motivated and able to work autonomously.
  • Required Work Experience

  • Minimum experience includes two years of full-time post-master’s supervised clinical experience.
  • Must meet the standards of professional and ethical conduct prescribed by their discipline or licensing board and demonstrate current clinical competence through direct service clinical experience during the 2 years preceding hire.
  • Strong oral and written communication, assessment, and advocacy skills are required.
  • Possess advocacy knowledge, skills, and abilities such as : working knowledge of state, federal, and local resources, as well as understanding, sensitivity, and empathy for sailors and family members from diverse racial, ethnic and socioeconomic background.
  • Must have a minimum of two years’ experience working in the field of child abuse and domestic abuse.
  • Knowledge of the FFSMIS system is desired but not required.

    Pay range is based on several factors and may vary in addition to a full range of medical, financial, and / or other benefits. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data.
