This position leads and oversees the Public Works Asset Management Program by supervising technical staff, administering the Cityworks Enterprise Asset Management System, and ensuring the integrity, reliability, and effective use of asset data across Public Works operations. This position provides leadership for asset management initiatives, GIS integration, data governance, system administration, and business process improvements while supporting operational divisions through performance reporting, training, project management, and collaboration. The Asset Management Supervisor establishes standards, develops policies and procedures, promotes continuous improvement, and leverages emerging technologies to improve operational efficiency, enhances data-driven decision-making, and strengthen long-term asset management practices.

Essential Functions/Knowledge, Skills, & Abilities

Essential duties and responsibilities:

  • Provides leadership and supervision to the Asset Management team by assigning work, establishing priorities, managing schedules, evaluating performance, and supporting employee recruitment, hiring, training, coaching, and professional development, and participating in employee disciplinary actions.
  • Conducts timely and constructive performance evaluations while fostering a collaborative, inclusive, and high-performing team environment focused on accountability and continuous improvement.
  • Coordinates and supports budget planning and funding requests that enhance the management and maintenance of Public Works assets.
  • Communicates complex asset management concepts in a clear and effective manner to technical and non-technical audiences. Collaborate with departments to support operational goals, improve business processes, and promote effective asset management practices.
  • Administers and oversees the Cityworks Enterprise Asset Management System across Public Works divisions, ensuring system reliability, data integrity, security, and efficient day-to-day operations.
  • Provides advanced technical support for complex database, GIS, and enterprise system issues by troubleshooting, diagnosing, and resolving problems while supporting Asset Management Analysts and end users.
  • Supervises the development, implementation, and maintenance of data management standards, policies, and QA/QC procedures to ensure the accuracy, consistency, and reliability of asset information across Cityworks, GIS, Power BI, the HUB site, and other integrated systems.
  • Develops, implements, and maintains standard operating procedures (SOPs), workflows, and technical documentation to improve operational consistency and efficiency.
  • Coordinates with the GIS division within the Information Technology Department to ensure Public Works GIS initiatives align with organizational governance, standards, and established guidelines.
  • Plans, coordinates, and delivers training programs that equip staff with the knowledge and skills needed to effectively utilize Cityworks, GIS, Power BI, and related technologies.
  • Identifies opportunities for process improvements, implements best practices, and evaluates emerging technologies to enhance operational efficiency and service delivery.
  • Supervises asset management projects by establishing priorities, coordinating resources, monitoring progress, resolving issues, and ensuring projects are completed on time and meet operational objectives.
  • Leads coordination with software vendors and implementation contractors, including contract administration, service delivery oversight, issue resolution, and project implementation.
  • Stays current on industry trends, software enhancements, and emerging technologies to recommend improvements that strengthen asset management operations.
  • Coordinates and participates in meetings, training sessions, conferences, and cross-departmental initiatives to maintain professional knowledge and support organizational collaboration.
  • Oversees the maintenance, validation, and accuracy of asset, inventory, labor, and equipment cost data within Cityworks, ensuring alignment with contract pricing, FEMA equipment rates, and other applicable cost standards.
  • Develops and maintains performance metrics, dashboards, and reports that support operational decision-making, monitor system performance, and identify opportunities for continuous improvement.
  • COMCAT Zone Support will assist the Zone Lead to ensure effective response and support. They will be trained on all protocols, act as the secondary point of contact, and step into the lead role when needed, ensuring continuity, coverage, and strong team coordination. Also responsible for developing and keeping current facility maps for emergency purposes.

Required Qualifications

Minimum qualifications:

Bachelor's degree in Geography, Geographic Information Systems (GIS), Computer Information Systems, Data Administration, Information Technology, Engineering, Public Administration, or a closely related field.

Six (6) years of progressively responsible experience administering enterprise asset management and GIS systems, including extensive experience with ESRI ArcGIS Pro and Cityworks, with demonstrated ability to troubleshoot and resolve complex technical and system administration issues.

Proficient in ESRI ArcGIS Pro, Cityworks Enterprise Asset Management, Microsoft Office Suite, business intelligence and reporting tools (such as Power BI), relational databases, and enterprise asset management technologies.

Preferred qualifications:

  • Master's in Geographic Information Systems, Business Analytics, Business Administration or related field.
  • Two (2) years of lead or supervisory experience is preferred.
  • Experience administering Cityworks AMS, Respond, PLL, Style, and Storeroom.
  • Experience with ArcGIS Enterprise, ArcGIS Online, and ArcGIS Experience Builder.
  • Experience with SQL, database management, and data governance practices.
  • Experience leading enterprise asset management initiatives within a municipal Public Works environment.
  • Experience with ActiveReports.NET
  • Experience with API configuration
  • Knowledge of APWA asset management and infrastructure management best practices.
