The purpose of this position is to support Florida Rural Legal Services, Inc.’s (FRLS) coordination of its 2022 Disaster Supplemental Appropriation Project (FRLS Disaster Recovery Project) by implementing project plans and coordinating resources to ensure the successful implementation to support the FRLS Hurricane Ian disaster response.
The FRLS Disaster Recovery Project for Hurricane Ian survivors provides no-cost legal community outreach and comprehensive legal services to help low-income individuals and household needs during their disaster recovery. Legal services include but are not limited to : foreclosures; bankruptcies; flood insurance proof of loss preparation and FEMA Flood Directorate Appeals; FEMA recoupment defense; applications for disaster tax relief; civil and disability rights cases; legal counsel for community-based organizations on rebuilding plans; litigation to redress systemic disaster response problems; landlord / tenant issues (repair issues, non-repair, mold concealment, etc.); disputes regarding home elevation certificates and flood plain zoning; disputes regarding significant damage determination against homeowners; and family and education issues. FRLS takes a holistic approach and offers all legal aid services that are available to individual household needs.
The Disaster Project Manager will prepare the disaster response and management plan, establish procedures, mobilize resources, and oversee the framework of outreach, training, and response for FRLS’s hardest hit areas and Immokalee, which serves Florida’s statewide farm workers.
Essential Functions
Project Management
1. Implements, monitors, and adjusts project plan performance (timeline, budget, resource utilization and achievement of milestones) for the LSC 2022 Disaster Supplemental Appropriation Project.
2. Identifies barriers to project success or other unmet needs; develops a response with team members; engages in continual assessment of the project.
3. Builds diverse project stakeholder relationships inside and outside of FRLS to support the project.
4. Makes decisions promptly, delegating authority and obtaining input from project staff as needed.
Productivity
1. Reports weekly to Deputy Director and other project team members on the status of the project plan.
2. Participates in legal work management meetings, decisions, etc.
3. Ensures deliverables within project plan have clear written guidance and communicates them to the project team.
4. Works with the project team to support FRLS, statewide conferences, trainings, and outreach events.
5. Promotes good relations with public, including client groups, service providers, press, and the private bar; attends / speaks at local meetings as appropriate.
6. Maintains a reliable work schedule sufficient to ensure completion of tasks.
Professional Growth Areas
1. Gains and enhances technical knowledge for deployment of mobile intake and outreach; maintains and updates best practices for the same.
2. Exercises sound judgment and articulates well-informed and objective recommendations to the project team and FRLS management.
3. Coordinates with fiscal, administrative, and other essential FRLS staff for full project implementation.
Regulatory / Compliance with Funding Sources / Legal Compliance
1. Maintains familiarity with FRLS’s policies, procedures, and office systems, and adheres to standards set forth in personnel policies and procedures manual.
2. Tracks and reports on key metrics and communicating findings to FRLS leadership and designated staff. Metrics will be identified by the project team.
3. Maintains familiarity with regulations and guidance related to the LSC 2022 Disaster Supplemental Appropriation Project.
4. Ensures the project meets or exceeds expectations by managing milestones and deliverables.
5. Provides timely reports, documentation, statistical information, and other records on project progress and project staff as required by the grantor, public relations, Deputy Director, or Executive Director.
Supervision of a Florida Licensed Attorney
1. Serves as the formal supervisor for all staff in the Disaster Recovery Project under the LSC 2022 Disaster Supplemental Appropriation Project.
a. Participates in hiring process for all Disaster Recovery Project staff.
b. Serves as daily supervisor of project staff and is accessible to answer questions and solve problems.
c. Participates in performance evaluations of staff as assigned.
d. Serves as or arranges for mentor for new advocates during their first year of practice.
e. Keeps informed about current work and workloads of advocates and adjusts work assignments as needed.
f. Conducts regular reviews / discussions of individual advocates’ cases and reviews all substantial written work of advocates prior to filing.
g. Reviews all closed cases to determine whether cases were handled at the optimum level of service.
2. Maintains active Florida Bar membership and fulfills annual CLE requirements with relevant training as may be provided by the program and as mandated by Florida Bar rules.
3. Manages client services on the Disaster Recovery Project.
a. Plans and monitors an appropriate client outreach system for the project.
b. Reviews and attempts to resolve all client complaints about service or denial of service by the Disaster Recovery Project.
c. Manages case acceptance / assignment process, using regular office meetings and / or other processes.
d. Monitors and promotes accessibility of the Disaster Recovery Project to clients, including rural clients, non-English speaking clients and disabled clients.
4. Performs other duties as assigned.
Requirements :
1. Demonstrated commitment to advocacy on behalf of people in poverty and appreciation for the importance of the legal system, commitment to the mission of FRLS, and compassion for the clients.
2. Preferred but not required :
a. Juris Doctorate from an ABA accredited law school.
b. Excellent oral and written communication skills and evidence of aggressive advocacy.
c. Barred in Florida.
d. Knowledge of State and Federal court practices required.
e. Significant experience in a disaster related legal services or legal service-public interest environment, as well as experience in federal court practice.
3. If not an attorney :
a. bachelor’s degree in relevant subject areas, which can be substituted by significant field and practical experience.
4. Demonstrated experience managing diverse projects to range from infrastructure projects to personnel deployment and efficient and effective use of resources.
5. Excellent organizational skills.
6. A high level of comfort with technology and systems design.
7. Ability to evaluate and analyze varied proposals / solutions to improve business processes, including the ability to efficiently and effectively maximize the use of existing resources.
8. Ability to work collaboratively and independently.
9. Working knowledge of Microsoft Suite (Word, Excel, and PowerPoint) and Legal Service software.
10. Must be able to effectively work in high-pressure situations which involve deadlines.
11. Ability to work with diverse groups of people
12. Ability to travel to various job sites throughout FRLS’s service areas.
13. Ability to work flexible hours of the day, Monday through Sunday, depending on the needs of the agency.
Working conditions
This position operates in a professional work environment. This work will be coordinated to occur both in the office and in the field.
Physical requirements
1. Must be able to drive a vehicle.
2. Must be able to take clear written notes and type (for data entry purposes).
3. Must be able to lift boxes, equipment, and other items on occasion.
