REPORTS TO : Director, Student Support Services
DEFINITION : Plan, organize, and oversee various student support programs that promote academic access, personal development and well-being. Coordinate services, resources, and activities aligned to a multi-tiered system of support aimed at helping students cope with challenges, establish and achieve goals, and provide equitable access to services. Focus on addressing enrollment, attendance, learning, social and emotional needs with the goal of following a college career pathway in accordance with applicable state and federal laws and regulations. Performs other duties as assigned.
EXAMPLES OF ESSENTIAL DUTIES :
- Oversees the Baltimore County Public Schools (BCPS) counseling and pupil personnel services, including coordinating assignments for counselors, pupil personnel workers, and residency investigators. Provides leadership as a member of the Department of Student Support Services and various system level teams.
- Provides supervision and supports the appraisal process of counselors, pupil personnel workers and residency investigators that address academic, emotional, social, and financial needs.
- Designs and implements professional learning initiatives to enhance service effectiveness.
- Collaborates with staff in divisions across BCPS to ensure seamless support for students and families.
- Assesses program effectiveness through analysis of needs, comprehensive planning and regular evaluation to make data driven changes to advance services.
- Prepares and submits reporting for federal and state agencies, ensuring accurate and timely compliance.
- Maintains student information and records for individuals provided student support services, ensuring data accuracy and confidentiality. Maintenance of data to support student records, tracking, personnel, resources, curricula, technology, monthly statistical reporting, and budgets.
- Works with BCPS leadership, building administrators and staff to resolve student, family and community concerns.
- Engages community members through maintaining and building strong relationships with community members, professional and parent organizations.
- Ensures the roles and responsibilities of Student Support Services are implemented in accordance with the school system's policies, procedures, and curriculum guidelines and in collaboration with other offices.
- Coordinates with the Department of Human Resources to interview and select highly qualified Student Support Services team members with integral knowledge of school, home, and community in the provision of community organization, social emotional, crisis management, and support services.
- Aligns budget planning with BCPS priorities, ensuring appropriate allocation of resources by tracking and monitoring all expenditures in alignment with the budget. Recommends adjustment or reallocation of funds based on programmatic data and needs.
- Engages in the appraisal process for student support services providers, including school counselors, pupil personnel workers, and residency investigators to support the monitoring of the performance and mutual accountability in the provision of services.
- Maintains collaborative partnerships with local universities to provide opportunities for student interns within the department towards building a sustainable workforce.
- Collaborates with central office personnel and school teams to improve instruction through the provision of support to student support teams, team members, and administrators.
- Maintains data to support student records, tracking, personnel, resources, curricula, technology, monthly statistical reporting, and budgets.
- Performs other duties as assigned.

The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.
CONDITIONS OF EMPLOYMENT :
Work schedules may include evenings and weekends. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.
GRADE : Grade 11 on the BCPS CASE 12-month pay scale
SALARY : $106,830 - $161,872
