Minimum Qualifications
MINIMUM QUALIFICATIONS :
Two years of the required experience for the following minimum qualifications must have been at the managerial level or above :
Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
A bachelor's degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
EXPERIENCE SUBSTITUTION :
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

The Office of Public Health (OPH) is one of five agencies within the Louisiana Department of Health (LDH) and is responsible for protecting and promoting the health and wellness of all individuals and communities in Louisiana, This is accomplished through education, promotion of healthy lifestyles, preventing disease and injury, enforcing regulations that protect the environment, sharing vital information, and offering preventive health services. OPH plays a critical role in directing emergency disaster operations by working to ensure readiness for hurricanes, disasters, and other threats to Louisiana in conjunction with the State Health Officer and other state departments. The agency operates over 50 extensive programs utilizing staff in 63 parish health units and 3 specialty clinics, 9 regional offices, 3 centers, 14 bureaus, and approximately 600 contractual agreements. In order to carry out the above responsibilities, OPH is organized into 3 centers : Center for Community and Preventive Health, Center for Finance and Operations, and the Center for Community Preparedness and Health Protection. The 14 Bureaus include : Regional and Clinical Operations, Infectious Diseases, Sanitarian Services, Lab, Vital Records and Statistics, EMS, Health Informatics, Administration and Finance, Chronic Disease Prevention and Healthcare Access, Nutrition Services, Family Health, Planning and Performance, Community Preparedness and Engineering.
The incumbent in this position serves as the Deputy Assistant Secretary of the Center for Finance and Operations and reports to the Assistant Secretary of OPH, This position has primary responsibility over statewide complex programs within the Center for Finance and Operations, each with separate funding sources and many state and federal mandates, The incumbent oversees any and all activities within statutorily delegated authority which concern issues within this Center, The Center for Finance and Operations has 4 Bureaus whose Directors report directly to the Deputy Assistant Secretary of the Center who directly supervises and manages them, Additionally, the Deputy Assistant Secretary supervises the Compliance Officer and an Administrative Assistant. The Bureaus include : Vital Records and Statistics (directed by a Program Manager 4), Administration and Finance (directed by a Program Manager 4), EMS (directed by a Program Manager 2), and Health Informatics (directed by a Program Manager 4), The Compliance Officer is a Program Manager 1A. All work is performed in accordance with the laws, rules, regulations, policies, and procedures of all applicable licensing and governmental agencies and within the guidelines set by the Assistant Secretary. The incumbent of this position reports to the Assistant Secretary of OPH and is required to provide broad supervision, both functional and direct.
Duties and Responsibilities :
35% - Directs the administrative issues (ie, personnel actions, equipment and resource procurement, budgeting, etc.) of all programs within the Center for Finance and Operations which includes the following : Directs the execution of programs, monitors and evaluates efficiency, quality, and compliance with state and federal regulations; takes corrective actions as necessary on a daily basis; serves as focal point and responsible authority for coordination of program delivery (to insure efficiency and prevent duplication of effort) between federal, state and regional offices.
25% - Reviews and grants final approval for programmatic operational plans within the Center for Finance and Operations, sets priorities in programmatic matters, and assures program effectiveness through comprehensive, coordinated, and efficient planning and implementation, Prepares annual budgets in collaboration with Bureaus and Program Directors; assists the OPH Assistant Secretary, Deputy Assistant Secretary of OPH Finance and Operations in the final determination of budget proposals and monitors expenditures for compliance with agency requirements. Develops, implements, and evaluates agency policies, procedures and practices in order to
ensure operating efficiencies.
15% - Keeps abreast of public health trends including problems and issues nationwide via constant interface with public health professionals at the federal level, in other states and within the state : utilizes knowledge to analyze statistical data, to plan, to project, and to proactively address problems which have the potential of major impact on health, including representation on state and national organizations devoted to public health.
10% - Provides interface between the Center for Finance and Operations Bureaus and the Assistant Secretary, the Deputy Assistant Secretaries, OPH Medical Director / Assistant State Health Officer and the State Health Officer; directs program interface with the federal government, community, and other state agencies such as LDH legal on a daily basis to assure compliance and coordination. Negotiates and plans with federal funding sources regarding policy, program content and
implementation, and fiscal support.
10% - Represents the OPH Assistant Secretary as required at conferences, meetings, hearings before legislative committees and at other forums (local, state, and national); Represents the OPH Assistant Secretary at meetings statewide and travels statewide to review program implementation and to assure integration and coordination of agency-wide goals. Assumes the supervision of OPH when requested by the Assistant Secretary during his / her absence or upon his / her direction.

Perform miscellaneous job duties as assigned, Work as needed during emergency operations such as hurricanes or other natural disasters as required, Maintain current training required by Louisiana Department of Health, FEMA, and any other state, local, or federal organization as required.
