Description
The Ventura County Sheriff's Office of Emergency Services is seeking a highly collaborative professional who thrives working in a dynamic environment to join our team. Sheriff's Emergency Services is responsible for coordinating, planning and implementing disaster preparedness, mitigation, response, recovery programs and activities for the Ventura County Operational Area.
This role's responsibilities include implementing emergency preparedness plans and initiatives, maintaining the County's Emergency Operations Center (EOC) and systems, supporting field operations and staffing the EOC during incidents. The incumbent will regularly engage with the public and partners within local, state, and federal government, facilitating interagency communication and collaboration. The role also includes development and implementation of training on emergency preparedness, response to County partners, the community, and support of damage assessments, disaster cost recovery efforts from both the state and federal government.
The ideal candidate will have experience working in emergency services management, including responding to natural disasters and other emergencies.
What We Offer
The County of Ventura offers an attractive compensation and benefits package that includes :
- Merit Increases - New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.
- Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
- Bilingual Incentive - Based on agency need, proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
- Flexible Workweek / Telework Schedule - We support work life balance by offering compressed work (e.g., 9 / 80 or 4 / 10 workweek) and remote hybrid telework schedules for some positions subject to organizational needs and satisfactory performance.
- Annual Leave Accrual - New regular, full-time employees shall accrue 208 hours per year, increasing to 288 after 5 years of service.
- Annual Leave Redemption The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours in the preceding twelve months.
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and / or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.
- Health Plans -Full time employees are given a flexible credit allowance of up to $23,558 annually to offset the purchase of medical, dental, and / or vision insurance for you and your dependents.
- Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care and / or dependent care expenses.
- Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS Holidays - 12 paid days per year which includes a scheduled floating holiday.
- Uniform Allowance - Sheriff's Emergency Services Staff who are required to wear a uniform as a condition of their employment receive an annual uniform allowance of $1,106.00.

Program Administrator I : $2,771.07 - $3,879.87 Biweekly
The Program Administrator is a Management exempt classification and is not eligible for overtime compensation.

Possession of an Bachelor's degree from an accredited college or university in Emergency Management or a related field (e.g., Emergency / Disaster
Management, Community / Regional Planning, Public Administration, Public Policy or related fields)
Two (2) years of recent, paid and highly-related full-time experience in program planning (e.g., coordinating emergency services, EOC functions, and / or
related programs), development and administration.
Relevant work experience may substitute for an applicable degree for up to (4) years.

Knowledge, Skills, and Abilities :
Knowledge of : basic principles and frameworks of emergency management, including NIMS, SEMS, and ICS; applicable laws, regulations, policies, and procedures governing emergency management operations; Ventura County geography, local hazards and community demographics; common processes for developing and coordinating programs and planning efforts with other jurisdictions; commonly used equipment and technologies, including radio, video-conferencing, app-based communications, Geographic Information Systems (GIS) and mass notification systems.
Skill in : effective communication (written and oral); time management; resource allocation and management, including cultivating resiliency ensuring reliability of systems; Microsoft Office, Adobe Products, ArcGIS, Wordpress, Elementor, Everbridge and other related software applications; preparing reports, documents, and presentations; researching, recommending, implementing industry trends and best practices.
Ability to : administer assigned emergency management services programs and activities; speak effectively in public; maintain cooperative relationships with others; organize, oversee training sessions and exercises; innovate; and adapt quickly in dynamic situations

TRAINING & EXPERIENCE EVALUATION : A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. ORAL EXAMINATION - 100% : A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70) will be assigned to each applicant, and each applicant will be placed on the eligible list.
