Accountant 3

The Alaska Psychiatric Institute (API) is recruiting for an Accountant 3. This position is open to Alaska residents only. Please check our residency definition to determine if you qualify.

What you will be doing :

The Accountant 3 (Business Office Manager), is responsible for ensuring the effective and efficient operation of the Alaska Psychiatric Institute (API) Business Office. The incumbent is responsible for the development and supervision of internal fiscal controls and for multiple financial systems, revenue collection, payables, preparation of financial reports, and analysis of financial data for federal and non-federal receipts including hospital claiming activities.

The incumbent is expected to independently apply generally accepted accounting principles and ensure medical billing practices are in accordance with industry standards, and CMS (Centers for Medicare and Medicaid Services) Rules and Regulations.

The ideal candidate will have a strong desire to learn API's hospital system, state processes, be a strong team player, possess excellent technical, analytical and communication skills and enjoy providing solutions to complex hospital billing practices as well as support the development and integration of a new electronic medical record (EMR) system.

Who we are looking for :

We are looking for a candidate with the following competencies :

Budget Administration : Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

Economics and Accounting : Knowledge of economic and accounting principles and practices, tax law and practices, the financial markets, banking, and the analysis and reporting of financial data.

Auditing : Knowledge of generally accepted auditing standards and procedures for conducting financial and compliance, economy and efficiency, and program audits.

Financial Analysis : Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.

Financial Examination : Knowledge of the laws, regulations, principles, and practices that govern financial institutions (depository and non-depository) handling financial services transactions; analyzes financial statements, lending or loan portfolios, client / customer files, investment portfolios, and / or management policies and operations; examine for safety and soundness, and / or compliance; identifies any discrepancies and determines necessary corrective actions.
