Job description

General Professional VI

The State of Hawaii offers its employees who are members of the civil service a range of benefits. Some benefits are offered as a result of collective bargaining agreements and changes may occur. A summary of these benefits, which is based on full-time employment, is listed below.

The current vacancy positions are permanent, full-time positions with the Department of Budget & Finance. One of the vacancy positions is located in the Employees' Retirement System (ERS), Retirement Benefits Branch, Benefits Section, in the Department of Budget and Finance. This position serves as the supervisor of the Benefits Section and is responsible for planning, organizing, coordinating, and directing resources and activities relating to member benefits such as examining, developing, computing, adjudicating, authorizing, and reconsidering all claims and applications for retirement, disability and death benefits. The second vacancy position is located in the Retirement Benefits Branch, Neighbor Islands and Operations Support Section. This position serves as the supervisor of the Neighbor Islands and Operations Support Section and is responsible for planning, organizing, coordinating, and directing resources and activities relating to ERS plans and programs for members on the islands of Hawaii, Kauai, Maui, Lanai and Molokai.

To qualify, you must meet all of the following requirements : Legal Authorization to Work : The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Basic Education : Bachelor's degree from an accredited four-year college or university. General Experience : One (1) year of responsible professional work experience which required a high degree of analytical skill which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and / or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action. The experience must have been comparable to the General Professional IV or General Professional V in the State service AND must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of this position : General Professional IV : Independently performs complex professional work which involves considerable research and analysis of a variety of issues, identification of various options and recommendation of the most viable solution. General Professional V : Independently performs highly complex professional work; supervises a staff of professional workers comparable to the IV level; serves as a project or team leader (e.g., initiates and completes highly complex projects, coordinates and directs a team of lower level professional workers, ensures accuracy and timely completion of work); or serves as a senior specialist requiring specialized technical knowledge in a particular subject matter area. Selective Certification Requirement (Employees' Retirement System Experience) : In order to perform the duties and responsibilities of these positions, applicants MUST possess demonstrated knowledge of laws, rules, regulations, policies, procedures and practices of retirement; old-age insurance or pension programs or systems; extensive range of principles, practices and techniques of claims development and adjudication; and the ability to interpret, understand and explain retirement system statutes, rules, regulations, procedures and benefit provisions; provide guidance in applying analytical methods and techniques in resolving controversial claims and highly complex problems; and recognize the need for new or amended changes to pension classes, rules, regulations, policies, guidelines and practices. Therefore, certification of eligibles for these positions shall be restricted to those applicants who meet the minimum qualifications for the class General Professional VI, and whose experience includes at least one (1) year of professional work experience in the analysis, verification, clarification, examination, investigation, adjudications, and / or authorization of claims for payment of benefits in accordance with appropriate laws, rules, regulations, policies, procedures and practices relating to eligibility and payment of benefits in one or a combination of the following areas : Retirement, old-age insurance, survivor benefits or pension programs; Workers' compensation, disability and / or death compensation, or disability insurance programs; or Unemployment insurance benefit programs. Such Employees' Retirement System experience above may have been gained concurrently with, or in a separate capacity from, the aforementioned General Experience. Supervisory Experience : One (1) year of formal supervisory work experience which included : Planning, organizing, scheduling, and directing the work of others; Assigning and reviewing subordinates' work; Advising subordinates on difficult work problems; Training and developing subordinates; and Evaluating subordinate work performance, and disciplining them when necessary. Substitution Allowed : Relevant substitution as described in the Minimum Qualification Requirements, will apply. This does not apply for the Employees' Retirement System Experience.
