The Senior Property Management Specialist in Homelessness Response, will execute the duties and responsibilities listed below to ensure the successful preparation of real property for project construction, following the acquisition of said private property for public use under the Federal Uniform Act. Not only does the Senior Property Management Specialist in Homelessness Response participate in project-related activities, but also has an ongoing responsibility to manage those properties that may remain in the landowner’s real property portfolio.
RESPONSIBILITIES / DUTIES
- Manages real property acquired for public and private entities.
- Continue to manage properties that remain in the client's real property portfolio.
- Establish and / or maintain workflow processes which meet or exceed client needs.
- Establish and / or memorialize processes and procedures including safety protocols, training and other job functions.
- Identify tasks that can be delegated and effectively communicates expectations to team.
- Indentify when to take corrective measures are needed for team and implements a plan alongside team members for resolving issues.
- Develop training plans for new or less experienced team members.
- Performs spatial analysis and prepares high-quality maps, exhibits, and dashboards to support property research, environmental and jurisdictional overlays, and project communications.
- Collaborates closely with ROW agents and technical staff to integrate GIS data with title, ownership, and project management databases, supporting both acquisition and property management phases.
- Develops workflows and best practices for storing, sharing, and maintaining GIS data; ensures compliance with state and federal requirements for data accuracy, security, and retention.
- Provides guidance and mentorship to team members in accessing, interpreting, and utilizing GIS data effectively; coordinates with IT and vendors to optimize system performance.
- Verify ownership and mapping details, ensuring that parcel data, legal descriptions, and geospatial layers are accurate and consistent across project documentation and databases.
- Understand and utilize current technologies such as GPS aerial maps, GIS, and parcel viewing tools.
- Inspect property and inventories purchased property according to each client's real property inventory system.
- Manage utility concerns and impacts to property.
- Build and maintain a functional understanding of property information including ownership, boundaries, improvements, potential safety hazards, historical accounts of trespass and encroachments, and current and intended future use.
- Acquire knowledge of the statutory authorities and the client's specific rules and regulations.
- Review and adhere to agency documents and procedures while recommending areas of improvement when required.
- Perform QA / QC procedures of mapping deliverables, documents, spreadsheets, and miscellaneous files.
- Develop and maintain tracking documents and tools.
- Provides concise and timely reporting supported by spatial data, photographic evidence, and relevant safety observations.
- Conduct field inspections using GIS-enabled tools, documenting property conditions through geotagged photos, signage verification, and maintenance tracking.
- Report trespass issues and other property-related issues to a manager or appropriate party.
- Document relevant evidence of current or past trespassing incidents through written and photographic means.
- Coordinate towing, impound, or junking of unauthorized vehicles.
- Identify and coordinate with appropriate law enforcement agencies to resolve active trespass issues.
- Understand and behave in a manner consistent with established safety protocols.
- Understand the types of personal information which are sensitive in nature and may require strict confidentiality.
- Meet with and resolves issues for neighboring property owners / interests.
- Effectively communicate with various departments, agencies, municipalities, and vendors.
- Schedule, coordinate, and track costs of vendors.
- Schedule, coordinate, conduct, track, and advise team members on site visits on a daily or weekly basis.
- Attend meetings, prepare meeting agendas, document and distribute meeting notes, and lead meetings on an interim basis.
- Reliably and consistently lead meetings with clients.
- Establish and maintain relationships with city, state, and agency officials.
- Other duties as assigned.
QUALIFICATIONS / REQUIREMENTS
Demonstrated experience in conflict management.Experience creating schedules for teams of four or more people.Must demonstrate strong oral and written communication skills, show a high degree of professionalism, and be resourceful and proactive in dealing with obstacles that ariseProficiency with personal computers, Microsoft Office Suite, Google Earth, ArcGIS and data management softwareBachelor's degree in Geography, GIS, Urban Planning, Environmental Science, or a related field; or equivalent combination of education and directly relevant experience.Ability to work independently and remotely in various locations inspecting buildings and land, travel throughout the state, and sit or stand for long periods of timeAbility to prioritize and complete assignments accurately and in a timely mannerAvailability for occasional evening and weekend work to meet project deadlines or special eventsMaintain confidential nature of communicationsMust be well-organized and detail-orientedPREFERRED QUALIFICATIONS
Current state Real Estate and / or Notary Public licensesFamiliarity with both Federal and State rules and regulations regarding property managementFluent understanding of landlord / tenant authorities in local and federal lawFamiliarity with enabling statutes for property managementMultilingualWorking knowledge and understanding of right-of-way laws and regulations, including but not limited to state transportation department ROW manuals and the Uniform Relocation Assistance and Real Property Acquisitions Policies Act of 1970 as amendedWorking knowledge of property legal descriptions, title reports, and instruments of ownership
