Job description

Job Overview

Performs highly responsible professional duties in policy development and specific activities related to economic development and provides lead responsibility for administration and operation of industry strategic initiatives as assigned. The principal duties of the position include project coordination, problem resolution and development, and implementation of recommendations for strategies to support business retention, expansion and relocation efforts.

Minimum Qualifications

  • Bachelor’s Degree required in economic development, economics, business, public administration, or a related field; AND
  • 3 to 5 years of experience; OR
  • Or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or AND
  • Possession of a valid Florida Driver’s License.

  • Duties and Responsibilities

    Note : The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below :

  • Represent the county in community efforts to attract and / or expand strategic industries large and small and promote entrepreneurship.
  • Develop recommendations on strategic industries large and small, and entrepreneurship support.
  • Represent the department in meetings, presentations, conferences and seminars with other agencies, private forms, and individuals.
  • Develop and programs relative to economic development and strategic industry development.
  • Provide information and assistance to county staff, business organizations, businesses, and citizens.
  • Coordinate with various local and state interests to evaluate issues of concern. Facilitate communication and resolve problems related to governmental interaction.
  • Provide staff support for various boards and councils as assigned.
  • Other related duties as assigned.
  • Job Specific Competencies

  • Advanced knowledge of economic development practices, business development, historic preservation, historic preservation planning, brownfields, program management and contract management development.
  • Proficiency in Microsoft Office 365 Suite, including Word, Excel and Outlook
  • Experience managing grant programs, including experience with grant management software, grants application process, grants budgeting, etc.
  • Experience providing staff support for various boards and councils.
  • Ability to manage and lead board meetings, draft meeting minutes, prepare agenda items, and schedule meetings.
  • Knowledge of intermediate level math functions
  • Strong verbal and written communication skills
  • Ability to draft and interpret funding contracts and other legal documents.
  • Ability to manage internal established programs as well as management of third-party non-profit service agreements / contracts funded by the County.

  • Leadership - Makes decisions and final recommendations that routinely affect the activities of others. Position duties include responsibilities for developing strategic plans.
  • Analytical Ability - Problems can be complex, varied and mostly related to those seen before. Need to synthesize a large amount of nuanced information and identify best way forward.
  • Managing Complexity - Work is non-standardized and widely varied requiring the interpretation and application of a substantial variety of procedures, policies and / or precedents used in combination. Frequently, the application of multiple, technical approaches is employed; therefore, analytical ability and inductive thinking are required. Problem solving involves identification and analysis of diverse issues.

  • Emergency Management Responsibilities

    In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency / disaster.
