Job description

Physical Security Specialist

This position is located with Bonneville Power Administration, in the Physical Security (NNT) organization of Security and Continuity of Operations (NN), Chief Administrative Office (N). A successful candidate in the Physical Security Specialist position will perform a wide variety of analytical, planning, advisory, operational, and evaluative work in planning, developing, implementing, overseeing, and evaluating a physical security program.

Responsibilities

As a Physical Security Specialist, you will :

  • Serve as a source of authoritative information and guidance on physical security for all BPA organizational elements.
  • Participate in the development of a BPA-wide physical security and compliance management strategy.
  • Manage an armed security services contract which aligns with state requirements as well as DHS and DOE requirements.
  • Represent Physical Security, Security and Continuity of Operations, the office of BPA's Chief Administrator, and the BPA as a subject matter expert for the overall Security and Continuity of Operations program.
  • Respond to incidents involving unauthorized access to and misuse, theft, assault, vandalism, espionage, sabotage, or loss of equipment, facilities, and materials.
  • Lead the development of a BPA-wide physical security awareness and training program.

Conditions of Employment :

Key Requirements :

Conditions of Employment :

This position requires a valid driver's license as a condition of employment. This position requires an initial drug test prior to appointment and random drug or drug and alcohol testing thereafter. Failure to test or a positive result on random drug or drug and alcohol tests conducted after appointment may result in removal from federal employment.

This position has been designated as High Risk and requires a security clearance at the DOE "Q" level; the incumbent will be required to access, process, use, and safeguard classified information. The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.

Must be appointable under the United States Department of Energy as a Federal Officer with authority to perform all duties conferred upon such officers under all laws and regulations administered by the Department of Energy, including the authority to investigate, audit and require information as to all matters relating to such laws and regulations, and to transport restricted data and other classified information.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS :

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as :

  • Analyzing, evaluating, planning and executing a physical security program that is risk informed and fully integrated with the security and continuity of operations of an organization;
  • Ensuring that a physical security program meets regulatory requirements (e.g. Executive Orders, laws, the North American Electric Reliability Corporation (NERC), and Critical Infrastructure Protections (CIP) standards);
  • Administering a physical security program involving the implementation of protecting infrastructure, personnel, and assets.
  • "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include : volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience.
