Overview

The Division of Water Resources (DWR) seeks a Deputy Division Engineer for Division 5 to support water rights administration, court case review, and the management of water resource engineering projects. The incumbent assists the Division Engineer in carrying out statutory duties and any written instruction of the State Engineer within the geographic area of Water Division Five. The role requires coordination of the regulation of water within the Division, consult with the Water Court, resolve disputes, supervise field and office personnel, and prepare expert witness reports.

Responsibilities

• Assist the Division Engineer in statutory duties and written instructions of the State Engineer.
• Coordinate water rights administration and court case review.
• Consult with the Water Court regarding Water Court applications and provide expert testimony.
• Supervise and oversee assigned staff, including training, assigning work priorities, and evaluating performance.
• Prepare decennial lists of water rights and maintain a current and descriptive record of water rights changes.
• Respond to water user complaints and write reports summarizing agency positions.
• Negotiate or provide expert engineering support or testimony in litigation to protect existing water rights.
• Maintain budget tracking and review spending activities for Division 5.
