Under general supervision, performs a variety of highly responsible, professional-level duties for the Commercial Business Development Department (CB) at the Reno-Tahoe International Airport (RNO) and Reno-Stead Airport (RTS) including managing all aspects of the General Aviation Program; Federal Aeronautical Program; and assists with management of the RNO Airline Program.

The Aviation Business Manager classification exists to lead General Aviation (GA) and Federal Aeronautical agreements and facilities at both airports to advance the Airport Authority's strategic goals. In addition, this position supports the Manager of Properties with the RNO Airline Program, including aviation support service providers. The GA program includes commercial and non-commercial tenants, Box and T-Hangar facilities, and agreements with Fixed Base Operators, providers of maintenance, repair and overhaul services, associated ground leases, and similar tenants. The Federal Aeronautical agreements include the NV Air National Guard Base Lease and Airport Joint Use Agreement at RNO; The NV Army National Guard Base Lease, Airport Joint Use Agreement, and BLM Base Lease Agreement at RTS. The RNO Airline Program includes all passenger airlines using RNO. The Aviation Program Manager will oversee the Charter and Part 135 Operators such as JSX.

Primary Responsibilities / Essential Duties

  • Research, develop, evaluate, and recommend current and proposed GA opportunities to enhance tenant satisfaction and increase non-airline revenue for the organization. Prepare comparative studies of GA facility and service offerings at other airports. Conduct aviation related statistical surveys and analyze findings to reach conclusions and provide recommendations.
  • Lead negotiations of business terms for GA, Federal Aeronautical, Charter and Part 135 Operator leases, operating agreements, contracts, amendments, permits, requests for proposals (RFPs), bids and other such agreements with existing or potential tenants. In conjunction with the Chief Commercial Officer and Manager of Properties, support the negotiation of airline leases, operating agreements and various aviation support service provider agreements to ensure operational and administration compatibility. In collaboration with the Director of Commercial Business provide support for GA or Federal Aeronautical land development RFPs.
  • With the support of the Associate General Counsel, draft negotiated terms and conditions for leases, contracts, agreements, amendments, permits, and other such agreements with existing or potential GA, Federal Aeronautical, Charter, and Part 135 Operators. Responsible for creation of leased premises exhibits.
  • Lead GA, Federal Aeronautical, associated ground leases, Charters, and Part 135 Operators for compliance; interpret negotiated contract terms and conditions; notify tenants of discrepancies and obtain compliance in matters involving insurance, payment and performance bonds, or initiate further action within reasonable time frames, including the implementation of contractual rate increases and ramp and leased space inspections for the Airline tenants
  • Responsible for the T-hangar Management Operation Agreement with current FBO or contracted management company.
  • Responsible for maintaining accuracy of GA and Federal Aeronautical contracts in lease management systems, geographic information systems and other RTAA computer programs. Responsible for maps and exhibits documenting GA facilities and tenants.
  • Collaborate with Accounting on rent payments and increases, reconciliations, refunds, and related matters for GA, Federal & Airline tenants
  • Collaborate with Finance on revenue data tracking and forecasting.
  • Oversee the timely collection and compilation of revenue reports for GA and applicable reports for Airline tenants.
  • Prepare and present a variety of executive level and Board level documents, including GA revenue reports, GA contributions to the monthly CEO Report, and Board memos and presentations for distribution to and consideration by the Chief Commercial Officer and Director of Commercial Business.
  • Responsible for the compliance of General Aviation Commercial Minimum Standards at both RNO and RTS; develop and recommend changes to the GAMS. Communicate to tenants the applicability of RNO and RTS Airport Rules and Regulations.
  • Coordinate with Operations on RNO and RTS Rules and Regulations; ensure tenants are knowledgeable and compliant.
  • Work collaboratively with RTS team to support existing tenants, potential new tenants and GA and Federal Aeronautical development.
  • Maintain monthly RNO passenger and cargo airline gate assignment document as it relates to the billing of gate usage.
  • In collaboration with the Manager of Properties and MoreRNO Tenant Liaison Manager, assist in facilitating and communicating operational changes related to applicable MoreRNO projects and monitor compliance, such as ensuring airline equipment is cleared from common use gates.
  • Facilitate coordination of fire inspections, as applicable.
  • Develop, recommend, and implement policies and procedures for GA, Federal, and Airline operations and re-development opportunities for RTAA-owned GA facilities.
  • Work collaboratively with other departments including Facilities, Maintenance and / or Engineering to coordinate tenant improvements, modifications and alterations by leading communications between tenants and RTAA.
  • Responsible for developing operating budgets for the GA RTAA-owned facilities. Responsible for tracking and reconciling those budgets as well as preparing / submitting requests for adjustments, if applicable.
  • Responsible for developing capital projects and projections for the GA budgets; analyzes activities to determine how closely projected budget and work plans adhere to each other and to request adjustments as necessary.
  • Responsible for maintaining GA net profitability and occupancy rates.
  • Responsible for supporting the RNO CEO Users Committee agenda and serve as the CB representative.
  • Represent the Reno-Tahoe Authority to various tenants and stakeholder groups including airport user meetings, conferences, business meetings and to various agencies.
  • Support Manager of Properties in the management of the airline tenants portfolio, including airline support services, as requested.
  • Undertake a variety of special assignments for the Chief Commercial Officer, Manager of Airport Economic Development and Manager of Properties.
  • This position may be deemed to be essential personnel as part of RTAA's Emergency Response Team and may be required to respond to airport incidents as requested / required.

Required Education / Experience

  • Bachelor's Degree from an accredited college or university preferably in Public Administration, Business Administration, Airport Management, or a closely related field.
  • An equivalent combination of directly related education and experience may be substituted on a year for year basis for a bachelor's degree.
  • Three (3) years of full-time airport property or operations experience or property management experience, which includes tenant relations.
  • Required Licensing and / or Certifications

  • Possession of a valid Driver's License; ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge.
  • Knowledge, Abilities and Skills

  • Ability to work collaboratively to administer the assigned airport property management including the ability to manage tenants and negotiate terms of leases and other agreements.
  • Knowledge of general principles and practices of budget development, preparation and expenditure control and procedures of financial, statistical and administrative record keeping. Ability to manage portfolio net profitability.
  • Knowledge of Federal agency property management (Air Guard, Army Guard, and BLM, CBP).
  • Knowledge of Airport Joint Use Agreement administration
  • Knowledge of Airline Affairs and property management
  • Knowledge of principles and practices of public administration including purchasing, contracting and maintenance of public records.
  • Knowledge of basic practices and regulations related to the operation, management and security of an airport, particularly those that apply to the leasing and use of airport facilities.
  • Ability to lead and implement "ad hoc" projects to meet goals of airport leadership
  • Knowledge of basic concepts and techniques of statistical and financial analysis and presentation.
  • Knowledge of principles and practices of sound business communication.
  • Knowledge of computer software and applications related to property management, and lease compliance.
  • Knowledge of current economic, development and demographic trends in the Reno- Tahoe area.
  • Ability to collect, evaluate and interpret appropriate and applicable real estate data and standard contract terms.
  • Ability to understand, interpret and respond to tenant and other customer and stakeholders needs and expectations.
  • Ability to exercise sound, independent judgment and initiative within established guidelines.
  • Ability to establish, maintain and foster effective working relationships with those contacted in the course of work.
  • Physical Requirements

    Ability to remain in a stationary position for long periods of time, reach, bend, climb, lift, push, and pull items.
