Job Announcement

The Fairfax County Juvenile and Domestic Relations District Court (JDRDC) has jurisdiction over juvenile matters, offenses committed by adults against juveniles (youth under the age of 18), and family matters, except divorce, in Fairfax County, the City of Fairfax, and the towns of Herndon, Vienna and Clifton.

We are seeking a well-qualified detailed-oriented Human Resources Generalist II with effective communication skills to support service delivery strategies of the JDRDC HR unit.

Under the supervision of the Human Resources Manager, the Human Resources Generalist II will have direct ownership of agency-wide position control activities, recruitment, staffing, and workforce planning functions.

The Human Resources Generalist II will collaborate closely with the Human Resources Manager in managing and resolving employee relations matters, conduct investigations into referred matters, advise agency leaders regarding progressive disciplinary actions, performance management, labor relations issues, as well as policy and procedures interpretation.

Other areas of collaboration with the Human Resources Manager will include providing technical Human Resources support to senior management and program managers in addressing program needs impacted by human resource issues.

Participates in strategic planning, provides guidance on a variety of referred matters, counsels staff on employee relations issues, makes appropriate referrals, acts as liaison to Department of Human Resources, Risk Management, OHREP, and other agencies as needed to resolve emergent issues.

Works on special projects as assigned by JDRDC HR Manager, and senior management.

Additionally, the position will provide guidance and direct supervision to two Administrative Assistant IV in their daily delivery of personal and payroll support services to Agency staff.

The Human Resources Generalist II will also serve in a Lead capacity to one Human Resources Generalist I in their role of coordinating and managing departmental leave and disability management and compliance matters, such as Family and Medical Leave (FML), ADA, and Workers Compensation processing, etc.

The position will deputize for the Human Resources Manager and provide oversight of all functional human resources areas within JDRDC on behalf of the Human Resources Manager as needed.

  • Provides managers with guidance on employment, employee relations and other HR issues;
  • Makes recommendations and revisions to departmental HR policies & procedures;
  • Gathers, tracks and analyzes HR metrics, reports, and plans;
  • Manages on-boarding, exit interviews, and other HR-related departmental programs;

May supervise clerical and / or paraprofessional personnel in HR-related matters.

Ability to train and supervise staff.

MINIMUM QUALIFICATIONS :

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field;

plus two years of professional-level human resources experience.

NECESSARY SPECIAL REQUIREMENTS :

This position is considered "essential personnel" and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.

e., weather, transportation, other disaster).

  • This position is designated as confidential under the county's Collective Bargaining Ordinance. This position assists and acts in a confidential capacity to persons who formulate, determine, and effectuate management policies with regard to labor relations.

PREFERRED QUALIFICATIONS :

  • Two or more years of professional HR experience providing guidance to management and employees on a variety of Human Resources matters including employee relations, discipline, performance management, and / or grievances, Human Resource operations, etc.
  • One or more years of experience managing complex ADA, FMLA, and / or workers' compensation cases.
  • One or more years of HR experience facilitating the full life cycle of the recruitment and selection processes.
  • Two or more years of experience providing HR customer service to skilled trades employees.
  • Two or more years of experience interpreting and providing HR policy guidance to employees.
  • Master's degree in HR management, business administration, public administration, or related field; and / or professional HR certification (SHRM, HRCI or PSHRA).
  • Experience working in public sector HR.
  • Experience supervising staff performing HR functions.

PHYSICAL REQUIREMENTS :

  • Ability to communicate clearly with others and make presentations.
  • Ability to travel to other sites to attend meetings / trainings and provide guidance to staff and management on HR matters.
  • Must be able to type on a keyboard.
  • Work is generally sedentary; however, employee may be required to walk, stand, bend, and carry items less than 15 pounds in weight.
