Core Responsibilities :

The Associate Director of Accounts Payable is a senior leadership position within the DHHS Financial Service Center that administers and implements policies and programs within the agency. This position leads process improvement initiatives in support of agency mission, goals and objectives established by executive management.

As the Associate Director of Accounts Payable, you will :

  • Be an integral member of the Senior Leadership Team, leading initiatives and supporting DHHS' mission and strategic needs.
  • Foster and sustain strong working relationships with business partners, agencies, staff and senior leadership.
  • Collaborate with business stakeholders to identify strategic needs and opportunities.
  • Perform the following project initiative and management process functions : analyze, design, develop, test, implement, monitor, and support assigned initiatives.
  • Proactively assess and mitigate accounting and internal control risks.
  • Provide strategic guidance to the AP operations team to align daily activities with broader business goals.
  • Effectively inform and advise DHHS Senior Leadership on topics related to invoice status, payment process, as well as the rules and regulatory requirements of Accounts Payable.

This position supports process improvement initiatives and provides strategic business recommendations to decision-makers, with an emphasis on driving improvements and achieving positive outcomes. The role influences policy, guidance, processes, and rule changes through effective design, communication, and implementation, while overseeing process improvements and strengthening internal controls within accounts payable and related processes that originate in the agency such as, procurement, travel and service requests. By partnering with DHHS, this position promotes efficiency, transparency, and accountability in business and accounting practices while maintaining sound internal controls.

The Accounts Payable Team is deadline-driven and heavily regulated by state statutes and federal regulations. The AP Team handles invoice intake, review, approval, and payment. The team's quality focus provides an opportunity for continuous review of policies and procedures to ensure overall operational efficiency. In addition, the team conducts special billing projects, generates reports, completes reimbursements for employees, and processes child support cash receipts and disbursements.

Minimum Qualifications :

In order to qualify, you must have at least ten (10) years' experience in business administration, legal services, accounting, fiscal management and / or procurement administration to include two (2) years in a supervisor or managerial role -OR- a Bachelor's Degree in a related field and six (6) years of professional experience in business administration, legal services, accounting, fiscal management and / or procurement administration to include two (2) years in a supervisor or managerial role. Directly related professional experience may be substituted for education on a year-for-year basis.

The background of well-qualified candidates will demonstrate some of the following competencies :

1. A thorough knowledge of GAAP / GASB evidenced through proactive work experience and / or formal education (please list courses or provide transcripts).

2. Experience in accounting and management.

3. A proven ability to identify, enhance, and implement process improvements.

The DHHS Financial Service Center is responsible for program accounting, cash management, and revenue / expenditure control for the entire Department of Health and Human Services (DHHS). The Service Center provides budget and fiscal analysis for many complex areas within DHHS, including TANF (i.e., Temporary Assistance for Needy Families) and MaineCare (formerly Medicaid). The Service Center works collaboratively with senior leadership at State agencies, providing consultative financial and accounting services. Areas of fiscal expertise include compliance with State and Federal laws and regulations, statewide budgetary policy, budget development and monitoring, application of generally accepted accounting and financial practices, grant management, financial analysis, cash management, accounting and financial processing, and legislative support.
