Overview
The Transportation Department is looking for a Senior Transportation Development Construction Engineer to join the City's team of highly experienced transportation professionals. Responsibilities
- Provide construction engineering and oversight to address various transportation issues during the construction phase of development projects, including ADA compliance, resolving plan errors, directing engineering solutions to field issues, attending site visits, coordinating post revision design changes, and coordinating issues with the design review team and right-of-way inspectors.
- Oversee construction closeout of development projects for Transportation, including site visits to off-site construction projects using a company vehicle.
- Oversee assurance devices for the Transportation Development Review group.
- Review engineering plans for compliance with engineering standards and project requirements.
- Review traffic analysis prepared by consultants.
- Conduct engineering analysis to identify areas of concern.
- Work with other staff to resolve project issues as part of an interdepartmental team.
- Provide excellent customer service to City residents and those doing business with the City.
- Interpret, apply, and ensure compliance with codes, standards, specifications, policies, and procedures; ensure compliance with standard engineering principles for review of infrastructure plans.
- Confer and advise with staff and developer representatives on acceptable design alternatives and solutions; work with developer representatives for plan design changes.
- Manage a complex workload with competing schedules and deadlines.
- Participate in Department and City efforts to provide stellar community outcomes through the City\'s shared leadership philosophy.
- Develop mitigating measures to impose as conditions for projects with unmitigated impacts.
- Employ considerable judgment and independence in code interpretation and in exploring alternatives with project proponents.
- Represent the Transportation Department at the Permit Center. Answer general and technical transportation questions from the public.
- Use the city permit tracking and time-keeping systems to maintain accurate records of current status of projects, billable time spent, and workload.
- Attend evening meetings and public hearings to present information or recommendations related to development applications. Represent the City in a variety of public forums.
- Review and analyze highly complex and / or controversial development project proposals to ensure compliance with transportation codes, regulations, and laws. These applications may involve technical, legal, and politically sensitive issues.
- Lead process improvement projects such as code revisions including presentations to the Transportation Commission and City Council.
- Provide professional technical input to development review staff; participate on technical committees as necessary.
- Support annual updates to the Transportation Department's Design Manual and Standards. Conduct technical research for new and existing engineering standards to improve City Standards and review policy changes.
Supervision Received
Works under the general supervision of the Transportation Department Development Review Manager.This position does not supervise any employees.Education and Experience Requirements
Graduation from an accredited four-year college or university with a Bachelor's degree in Civil Engineering. A degree in a closely related engineering field may be considered.Five or more years of transportation or traffic engineering experience including design, construction, or operations, or any equivalent combination of education, experience that provides the required knowledge, skills, and abilities for this position.Washington State Professional Civil Engineering license required. A Professional Civil Engineering License in another jurisdiction will be accepted if an application for a Washington State Professional Civil Engineering license by comity is submitted to the Washington State Board of Registration for Professional Engineers and Land Surveyors (BRPELS) by the date of hire.Professional Traffic Operations Engineer certification preferred, but not required.Employee must operate a company vehicle to perform off-site visits to construction sites.Knowledge, Skills, and Abilities :
Thorough knowledge of civil engineering principles, practices, and methods as applicable to a municipal setting. Thorough knowledge of applicable City policies, laws, and regulations affecting development review activities.Experience conducting and reviewing complex traffic analysis of development proposals.Experience in the review of civil engineering design plans to assure constructability is sound and design meets standards.Ability to conduct necessary engineering research and compile comprehensive reports.Ability to communicate effectively both orally and in writing; ability to work with the media and the public; ability to communicate with various groups with differences in age, language, culture, education level, and technical knowledge.Ability to present technical information to the general public in a non-technical manner.Ability to apply sound engineering judgment under stressful situations to develop recommendations and make decisions.Ability to deal with and manage politically sensitive issues and situations.Experience in testifying at hearings.Familiarity with the SEPA process.Strong interpersonal and communication skills.Ability to work effectively as a team member and to promote a positive work environment. Exhibits a service orientation toward customers and maintains productive working relationships.Ability to independently plan, schedule, organize, and complete multiple projects within established deadlines.Strong customer service, problem solving, and conflict resolution skills.Ability to communicate technical information in a non-technical manner.Ability to build teams and collaborate with others to obtain shared objectives.Significant experience in both the review of civil engineering design plans to assure constructability is sound and design meets standards.Significant experience conducting and reviewing complex traffic analysis of development proposals.Ability to manage time on multiple projects, issues, and priorities effectively and simultaneously with attention to detail.Ability to adapt to change and learn as new initiatives, methods, and procedures are implemented.Physical Demands

Flexible / Hybrid Working
A hybrid work schedule is available for this position after an orientation period working in the office after hire. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
