Come join the EarthScope Global Networks team! This Program Manager Global Networks role oversees the NSF-funded Global Seismographic Network and the NASA-funded Global GNSS Network and works closely with the instrumentation and data engineers to ensure optimal network performance and data quality. This position will be critical in setting the agenda for implementation of next-generation infrastructure and processes and will be the EarthScope liaison to critical non-NSF stakeholders that depend on GSN and GGN data.

The Program Manager Global Networks manages one or more complex multi-year programs of intermediate ($.5M $2.5M est. value) financial impact (Planning Controlling Executing Reporting and Closing) from when an award is granted to project / program close-out and represents the organization as the primary contact for this program and associated projects. The Program Manager Global Networks accepts wide responsibility for organizational planning and coordination with other programs projects and departments. This position leads tasks that involve a moderate degree of strategic decision making and coordination with internal and external stakeholders and risk management. The Program Manager Global Networks seeks and negotiates for resources from the functional management chain to fulfill programmatic needs within the project / program scope schedule and budget. The incumbent collaborates with senior managers to develop strategic goals. Achievement of objectives requires the ability to collaborate with and influence others both internal and external addition to program management skills the Program Manager Global Networks has broad advanced scientific / technical expertise in their program areas.
Details of Responsibilities
General Essential Job Duties :
Provides technical guidance to the development and evolution of EarthScope programs.Oversees Programs and associated projects with accepted project management practices to manage Scope Schedule Cost and Risk with appropriate change controls.Follows advice from and provides input to the appropriate advisory committees with oversight over pertinent programs.Follows guidance from and interacts with the EarthScope Senior Managers to ensure effective and efficient collaboration between their program responsibilities and other EarthScope programs. May report to a Senior Program Manager.As directed and where appropriate interacts with international organizations and like-minded programs to build collaboration and coordination on objectives of mutual interest.In coordination with and with approval of Senior Management seeks external funding for program support sustainment and advancement.Prepares the annual and multi-year program plans and budgets as well as Supplemental Funding requests as appropriate.Responsible for program property and equipment to ensure proper use care and storage.Prepares periodic status reports as requested.Coordinates the acquisition of equipment materials and supplies needed to support their program.Reviews and approves invoices for payment in accordance with EarthScope policies.Encourages technology development to improve the technological resources available to their program.Serves as the EarthScope Technical Representative overseeing contracts and subawards as appropriate.Provides input on programmatic policies procedures instruction manuals and field training materials pertinent to projects managed.Represents EarthScope and their program as appropriate and relevant with external stakeholders.Ensures project / program capabilities meet the availability quantity and quality required to meet community research needs.Organizes program representation at national and international meetings as appropriate.Other duties may be assigned as necessary for the successful operation of the business.Leadership and Supervisory Responsibilities :
Directs and sets priorities for a team of technical and project management staff which may require supervision of staff.Negotiates resources required for programmatic priorities with appropriate functional managers.Seeks out direction when needed from the Vice President or senior managers and is expected to independently identify and resolve most issues.Actively participates in matters of operational impact to the programs / projects managed as appropriate.Accepts modest risks with consultation from other experts the VP and Senior Management.Communicates clearly and effectively with other team members to ensure tasks are completed on time and with best practices.Qualifications
MinimumEducation & Experience Requirements :
Advanced degree or equivalent professional experience in science engineering or other related fields.At least eight (8) years of professional experience in managerial and technical positions.Demonstrated geophysical field instrumentation and scientific or technical applications experience.Preferred Skills :
At least six (6) years of experience in technical or engineering Project / Program management.Project Management Professional (PMP) certification or professional education in Project managementAssignment-specific Position Summary

Provides Program Management to the combined GAGE SAGE and NGF Global Network ProgramsProvides technical oversight and coordination within EarthScope and with external sponsor and stakeholders for all sensors and systems that comprise the Global Network programResponsible for all aspects of scope schedule and budget management for assigned programs.Leads GAGE SAGE and NGF Global Network Programs including :SAGE EAR Global Seismological Network (GSN) ProgramGAGE NASA Global GNSS Network (GGN) Program
NGF EAR Global Seismological Network (GSN) ProgramCoordinates with VP Instrumentation for all taskingPrioritizes requests and reviews resources needed to support the GAGE SAGE and NGF Global Network ProgramActs as the primary Point of Contact related to Global Networks to the NIAC and the GSNACActs as the liaison with the USGS and ASL for coordinated management and operation of the IU and IC components of the GSNAdditionalresponsibilities :
Coordinating with all Instrumentation Services departments across all EarthScope programsOther duties as requested by program managers and approved by functional managers.Knowledge Skills & Abilities :
