Job descriptionEach employee is expected to be knowledgeable of the Lottery's Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary. General Investigations : Investigates violations of the Florida Public Education Lottery Act and other criminal laws; collects evidence; prepares investigative reports; prepares and executes warrants; makes arrests; and performs other actions necessary to bring these investigations to a logical conclusion. Works with department staff, federal / state / county / municipal law enforcement agencies and representatives to conduct cooperative investigations. Receives reports and opens cases of stolen ticket incidents from retailers, district offices and coordinates with other law enforcement agencies for possible resolution. Undercover Investigations : Operates in an undercover capacity during Compliance Integrity Operations. Background Investigations : May assist with background investigations on employment applicants, employees, vendors and retailers applying for, or connected with the Florida Lottery. Intelligence Assistance : Manages numerous investigative assignments. Prepares analysis of investigative files and reports findings to appropriate management as required. Provides assistance to the Division of Security Investigative staff by requesting, receiving, compiling, and analyzing highly sensitive, confidential information regarding suspected criminals, criminal groups, and criminal activity. Gives testimony in courts of law pertaining to investigations regarding evidence obtained, as necessary. Draw Management Duties : Upon assignment, is required to perform supervisory duties for the on-line drawings at the draw studio. Attendance is an essential function of the position. Crime Prevention Duties : Provides information to local, state or other law enforcement agencies in addition to community and civic organizations, to assist with providing notifications regarding potential criminal activity and aiding potential victims. Assist in the enhancement of the Division's crime prevention efforts. Mutual Aid Assignment : Pursuant to F. S. 23.121, the incumbent will respond to and participate in the Florida Mutual Aid program in a law enforcement capacity to assist other government or local agencies as specified by Mutual Aid agreements. Facility Security Support : Provide security support and work in conjunction with Security Officers to provide physical security necessary. Special Events : Provides Security support at Special Events and various promotional events as necessary or requested. Escort Service : May provide security escort service to specified or designated winners within the headquarters building during the winner validation process. Data Administration : Reviews, analyzes, and compiles data for documentation for special projects and reports for other staff and management. Develops implements and maintains database management systems (Lost / Stolen Ticket, ticket stock tracking, photo database, Case Management system) for computer-assisted management of files. Training : Attends and completes 40 hours (every four (4) years) of training courses for mandatory retraining necessary to maintain certification as an active law enforcement officer. Evidence Control : Responsible for chain of custody relating to property and evidence. Conducts internal investigations concerning allegations and complaints made against Florida Lottery employees, vendors, contractors, and retailers. Field Training Officer : As an experienced agent, the incumbent shall provide field training experience to lower-level Lottery agents in the essential of their position. Case Agent Duties : As an experienced agent, performs the role of lead agent in cases where multiple agents are assigned or for investigations conducted in conjunction with other agencies. Responsible for coordination of case activities and documentation by all parties. Performs other related duties as appropriate or assigned by management. Proficient with a weapon. Knowledge of investigative techniques. Knowledge of law enforcement principles and techniques. Knowledge of the criminal justice system. Knowledge of basic accounting or auditing methods, principles and procedures. Basic knowledge of computers and computer applications. Knowledge of appropriate grammar, punctuation and spelling. Knowledge of the principles and techniques of effective communication. Ability to initiate, follow through and complete various types of investigations. Ability to conduct fact-finding interviews, takes statements, gather and preserve evidence. Ability to use deductive reasoning. Ability to plan, organize and coordinate work assignments. Ability to analyze information and determine its validity. Ability to conduct surveillance activities. Ability to prepare and complete investigative reports, affidavits and search warrants with concise and thorough detail of events and situations. Ability to read and understand complicated rules, regulations and directives. Ability to maintain strict confidentiality as well as confidential records and correspondence. Ability to make independent decisions. Ability to establish and maintain effective working relationships. Ability to effectively communicate verbally and in writing. Ability to effectively communicate with the public in a professional manner. Ability to deal with individuals and critical situations in an effective manner. Ability to analyze, evaluate and interpret financial data. Ability to operate and maintain motorized equipment. Ability to perform physical labor and withstand physical exertion. Ability to train and assist employees in job duties. Ability to work undercover. Ability to work nights, weekends, and holidays as required. Ability to travel during the day, overnight, and unexpectedly as required. At least five (5) years of sworn law enforcement experience with at least two (2) documented years of sworn law enforcement experience as a criminal investigator / detective. Nonsworn investigative experience in accounting, auditing, finance, or technical communications can also be substituted for the experience described above on a year for year basis. Is at least 19 years of age. Is a United States citizen. Has a high school diploma or its equivalent as the term may be determined by the Criminal Justice Standards and Training Commission within the Department of Law Enforcement. Has not, at any time, been convicted (adjudicated guilty) of any felony; has not been convicted (adjudicated guilty) of a misdemeanor involving perjury or a false statement. Was not dishonorably discharged from any of the U.S. Armed Forces. Has passed a physical examination by a licensed physician, based on specifications established by the Criminal Justice Standards and Training Commission. Has a good moral character as determined by a background investigation which included the analysis of a urine sample furnished by the applicant for evidence of controlled substances as specified in Rule 11B-27.0022, Florida Administrative Code. Has completed a basic recruit course of training established by the Criminal Justice Standards and Training Commission in accordance with Florida Law or be exempt under Chapter 943, Florida Statutes. Has achieved an acceptable score on the officer certification examination. Complies with the continuing training or education requirements of Chapter 943, Florida Statutes. Successful passing of a criminal background check (state, local, and national) is required. May be required to have a National Security clearance. Maintains strict confidentiality of information learned while working with the Florida Lottery, whether learned through assigned duties or through working with other units. The types of confidential information may include, but are not limited to, payroll information, budget matters, policy decisions, tax matters, employee disciplinary issues, and other personnel data.

General Position Description
