The OPM will be the primary interface from Operations to the Program Management Office (PMO) and other functions (Engineering, Supply Chain, Quality, Finance), coordinating the action plans and needs of the Production Operations in support of commitment, and works with other OPMs to resolve priority conflicts on the shop floor in support of all program objectives. As an Earned Value Management Cost Accounting Manager (CAM), the OPM is responsible for setting up and tracking labor baselines, as well as evaluating Risks Opportunities. The OPM will develop and execute manufacturing program plans and schedules to ensure successful execution of production with correct staffing levels. The OPM will lead the manufacturing support team through problem resolution efforts by understanding program goals, tradeoffs and schedules. As part of this role, the OPM will coordinate make / buy policy implementation and coordinate the determination of capital expenditure required to meet program objectives for assigned programs. The OPM will also support proposal preparation for both new business and changes in scope to existing programs. The OPM will also participate in Capacity Planning for the site by providing details on future forecasted work to the Plants Master Scheduling Team and by collaborating with Master Scheduling to maintain manufacturing test schedules for active projects. The OPM will be a primary contributor to the development of process improvements aimed at improving cost and schedule performance by leading and engaging cross functional teams to identify and capitalize on areas of opportunity. The OPM will have responsibility for L3Harris Maritime Power and Energy Solutions (MPES) Anaheim site programs that include production of complex electronic and power conversion equipment used in U.S. Navy Sea vessel application. The OPM responsibility will include multiple programs totaling ~$40M in annual sales and report directly to the Site Operations Lead / Sr Mgr. of Operations. / ph3Essential Functions : / h3ulliHas authority and accountability for technical scope, schedule, and cost pertaining to required operations activities on an assigned program / liliPrimary point of contact for the technical, cost, risk / opportunity, and schedule performance of the actions on the assigned program; Develop and implement strategies to meet cost, delivery, customer satisfaction, and continuous improvement commitments. / liliServe as the Earned Value Control Account Manager (CAM) for assigned programs / liliEngages with other IPT Leads, Functional Managers, and leadership to promote successful action planning and execution / liliFrequent collaboration with multiple functions (e.g., Design Engineering, Contracts, manufacturing, etc.) and the program office / liliSupport overall Program by contributing schedule inputs and changes into the Integrated Master Schedule (IMS), maintaining timely and effective change management processes and procedures / liliMonitor RAIL (Rolling Action Item List) performance and ensuring that issues are addressed immediately and corrective actions and recovery plans are implemented expeditiously / liliPlan and coordinate activities to support verification and validation of new processes and product improvements / liliSupport multidisciplinary program reviews and presentations throughout the different phases of development, certification, and production readiness with internal and external stakeholders / liliDemonstrated understanding and practice of Earned Value Management / liliProject Management / liliProposal / BOE preparation or both new business and changes in scope to existing programs / liliDrive employee engagement through Factory Gemba walk process / liliFacilitate Operations, Manufacturing and Quality participation in design development to identify and address manufacturability, testability and inspectability issues. / liliSupport the organization in the development and implementation of operating philosophies and business strategies / liliDevelop, implement and sustain success metrics, incorporating best practices, and effectively communicating improvements / liliEffectively manage behavior, performance, and key deliverables across a matrix organization / li / ulh3Qualifications : / h3ulliBachelors Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience. / liliMinimum of 3+ years of experience in leading a multi-functional, technically oriented, Integrated Product Team in an operations environment / liliSignificant working experience with execution of earned value management (EVM); Experience in creating and managing budgets for both operational and capital expenses; proven experience as a Control Account Manager (CAM) / liliExperienced with all phases of manufacturing and program management (development, planning, conceptual design, requirements definition, preliminary design, prototyping, test and evaluation, integration, entry to production, etc.) / liliExtensive experience in manufacturing; preferably experience in Shop Operations. Operations Planning, Quality Assurance, Manufacturing / Industrial Engineering, Continuous Improvement also desirable. / liliStrong operations and engineering analytical and technical writing skills with the ability to effectively communicate, present data, and explain results to leadership, subordinates peers / liliSkilled in the deployment and use of Lean and 6 Sigma manufacturing tools / methods. / liliExcellent interpersonal and coaching skills for collaborating with all levels of the organization / liliAdvanced knowledge and use of MS Office products, including Project, Excel, Word and PowerPoint / liliAbility to obtain and maintain a secret security clearance which requires US Citizenship / li / ulh3Preferred Qualifications : / h3ulliAbility to manage, coach, train and motivate teams in a technical environment / liliDemonstrated experience in project management, including establishment of detailed, resource-loaded, logic-driven (successor / predecessor) schedules / liliDemonstrated knowledge in the assembly and test of electronic components or systems / liliDemonstrated knowledge of computer-based project management tools associated with resource planning, scheduling and cost monitoring / liliDemonstrated experience preparing and presenting business status, presentations, and business cases to executive leaders and external customer / liliDemonstrated experience to identify process constraints, develop improvement plans, and process to improve / li / ul / div
