Overview The Office of Information Technology (OIT) at the NICHD, part of NIH, is seeking a Senior Web Developer (Accessibility Lead) to oversee the development and remediation of web content and applications in compliance with Section 508 and WCAG 2.1 standards. This is a remote position with occasional onsite visits required for key personnel to support collaboration, planning, and program delivery. The NICHD OIT team provides full lifecycle IT support to deliver innovative, compliant, and user-centered digital solutions.

The Accessibility Lead will integrate accessibility into every phase of Agile delivery, support the certification process, and educate stakeholders to ensure NICHD’s digital platforms are inclusive and compliant. This role leads accessibility reviews, provides compliance certifications, and supports internal accessibility awareness through training and documentation.

Responsibilities Serve as the Accessibility Lead for all NICHD web development and digital content initiatives, ensuring full Section 508 / WCAG 2.1 compliance.

Participate in Agile ceremonies and governance checkpoints to embed accessibility into each development phase.

Lead the review, remediation, and certification of websites, web applications, and digital documents (PDF, Word, PowerPoint, emails, multimedia).

Use automated and manual tools (e.g., aXe, WAVE, NVDA, JAWS, Lighthouse, PAC 3.0) to assess accessibility.

Provide certificates of compliance for reviewed materials and maintain compliance documentation for audits and governance.

Attend NIH 508 Advisory Group meetings, summarizing outcomes and reporting to the NICHD 508 Coordinator.

Collaborate with designers, developers, content creators, and QA engineers to address accessibility gaps and implement best practices.

Respond to ad hoc data calls from NICHD leadership, including monthly reports tracking reviewed content, issues, resolutions, and certifications issued.

Advocate for accessibility-first thinking across teams and promote inclusion as a core design and development principle.

Qualifications Bachelor’s degree in Web Development, Computer Science, Human-Computer Interaction, or a related field.

7+ years of professional web development experience with 3+ years of dedicated accessibility compliance experience.

Deep understanding of Section 508 and WCAG 2.1 Level AA standards

ARIA implementation

Semantic HTML, keyboard navigation, and color contrast standards

Proficiency with automated and manual testing tools

aXe, WAVE, Lighthouse, Pa11y, NVDA, JAWS, PAC 3.0, and other screen readers

Hands-on experience with front-end frameworks (e.g., React, Angular, or similar) and CMS platforms (e.g., Drupal).

Familiarity with Agile, DevOps, and EPLC lifecycle frameworks.

Lead accessibility integration across web development lifecycles with a focus on delivering compliant and inclusive user experiences.

Identify, diagnose, and remediate accessibility issues in both code and content across multiple platforms.

Collaborate effectively with cross-functional teams, including developers, QA testers, designers, and project stakeholders.

Educate and influence stakeholders to adopt accessibility best practices through training and communication.

Analyze and report on accessibility compliance trends and improvements through dashboards, metrics, and audit documentation.

Adapt quickly to changing federal accessibility standards and incorporate them into tools, training, and development processes.

Champion inclusive design and build solutions that meet the needs of all users, regardless of ability.

Experience working with federal agencies, especially NIH, HHS, or other health-focused government organizations.

DHS Trusted Tester certification or IAAP Certified Professional in Accessibility Core Competencies (CPACC).

Experience providing Section 508 training or accessibility workshops.

Knowledge of document remediation best practices and accessibility tools (e.g., Adobe Acrobat Pro, CommonLook, Microsoft Accessibility Checker).

Familiarity with Git, version control systems, and CI / CD pipeline integrations with accessibility checks.

Salary The salary range is $145,000-168,000 / year. The salary range for this position reflects a variety of factors that influence compensation decisions, including skills, experience, training, certifications, and organizational needs.
