Job description

Job Title : HOUSING MANAGEMENT SPECIALIST II

Agency : Everett Housing Authority (EHA) – a public agency located in Everett, WA, committed to fostering vibrant communities.

Starting Salary Range : $60,907 - $79,179 annually ($31.24 - $40.61 per hour), plus benefits.

Position Summary

Under general supervision, this mid-level role performs duties pertaining to day-to-day operations of Affordable Housing and Authority Owned communities. Manages initial certification, recertification, and interims; ensures program compliance; stays current with HUD, LIHTC, Fair Housing, and state laws; prepares files for audits.

Accountabilities and Features

Responsible for a larger volume of units, applying rules of multiple programs (e.g., PBV, LIHTC, RAD, PBRA). Works under general supervision with emphasis on resident issues and organizational matters.

Program Compliance – Essential Duties and Responsibilities

  • Process annual and interim tenant eligibility reviews; prepare review packets; track completion; verify income and assets; calculate rent; enter rent assessment.
  • Support resident Rent Café review; serve as main contact for questions, issues, and log-in problems; reset passwords.
  • Input and retrieve resident / applicant and property information in computerized systems; manage status changes.
  • Maintain files and records; compile data from databases and logs; ready for internal and external audits.
  • Perform peer audits of recertifications; provide feedback.
  • Assist electronic reporting to funders (PIC, WBARS); correct system errors.
  • Manage HUD's Enterprise Income Verification (EIV) reporting system; reconcile discrepancy reports.

Occupancy – Duties

  • Receive and review applications; answer questions; manage waiting list; input information.
  • Serve as point of contact for residents, applicants, and public; answer phones; greet visitors; explain procedures.
  • Perform waitlist selections; interview applicants; investigate and verify applicant information; calculate income; input payment information.
  • Perform marketing and outreach.
  • Prepare lease agreements; coordinate move-ins; explain lease and policies; conduct move-in inspections.
  • Conduct PBV briefings on program rules and responsibilities.
  • Process transfers and move-outs; prepare paperwork; schedule inspections; process vacates; track vacancy time.
  • Lease Administration – Duties

  • Assess and document complaints; initiate action or referral; research and provide information.
  • Ensure lease requirements are met; use discretionary authority for legal action; compose notices.
  • Respond to reasonable accommodation inquiries and requests following policy.
  • Assign and track tenant parking; issue permits; monitor violations; document vehicle information; tow unauthorized vehicles with approval.
  • Finance – Duties

  • Process invoices for assigned properties (coding or data entry).
  • Prepare HAP reports, rent roll balancing reports; submit for review.
  • Perform tenant accounting; authorize adjustments; negotiate payment agreements.
  • Collect rent checks; deposit within 24 hours.
  • Work closely with Finance Department on ledgers, subsidies, payments, discrepancies.
  • Manage Automatic Rent Payment System (ACH) – additions, cancellations, posting within 24 hours.
  • Monitor delinquency reports; address credits and balances.
  • Maintenance – Duties

  • Conduct housekeeping, yard, safety, and biennial inspections; follow policy for violations.
  • Conduct Housing Quality Standards (HQS) inspections biennially per federal rules.
  • Schedule annual building system maintenance as needed.
  • Attend training and safety meetings; use and replace PPE; report injuries.
  • Update Maintenance Binder with inspection results; monitor emergency pendant system; program call boxes; communicate with Maintenance Specialist on unit turn progress.
  • Other Duties – Duties

  • Collaborate with Finance, Service Coordinators, Maintenance, Front Desk.
  • Facilitate bed bug treatment protocol; coordinate bed bug briefings.
  • Attend assigned meetings; take minutes or notes.
  • Purchase office supplies per policy; coordinate other purchases.
  • Send information requests on behalf of residents.
  • Update emergency pendant monitoring company with tenant changes.
  • Assist other staff as assigned.
  • Perform related work as required.

  • Education and Experience

  • Six (6) years of paid work experience in property management, assisted housing or similar activity, including at least two (2) years with responsibility for determining eligibility, evaluating compliance, or applying program requirements. At least two (2) years must be in a high volume, paperwork-intensive setting. Up to four (4) years of secondary education may substitute for comparable work experience.

  • Experience with subsidized housing programs.
  • Knowledge or experience in property management.
  • Experience working with a housing authority.

  • Licenses and Other Requirements

  • Valid Washington State Driver's License and acceptable driving record at time of appointment and throughout employment may be required.
  • Certification of the following or equivalent during probationary or trial service period : Fair Housing Certificate, HCV Specialist (Eligibility, Occupancy, and Rent Calculation), HQS Inspector or current HUD inspection standard, and Tax Credit Certification.
