Electronics Measurement Equipment Mechanic Leader

As a Electronics Measurement Equipment Mechanic Leader (Title 32), WL-2602-11, you will perform the below duties :

  • Serves as a working leader of three or more Electronic Measurement Equipment Mechanic positions. Assigns work orders to specific team members and selects workers for various jobs on the basis of knowledge, skills, and abilities. Passes on to workers instructions received from the supervisor, demonstrates proper work methods, and starts work. Insures that needed plans, blueprints, materials, and tools are available, and that needed stock is obtained from supply locations. Works along with other workers and sets pace performing non-supervisory repair work of the same kind and level as that done by the group led. Work performed by the incumbent involves diagnosis, repairs and maintenance on a variety of combat and tactical, and communication equipment.
  • Assures that there is enough work to keep everyone in the work crew busy. Checks work in progress and when finished for compliance with supervisor's instructions, work orders, and established shop procedures on work sequence, procedures, methods and deadlines; and directs or advises other workers to follow supervisor's instructions and to meet deadlines. Answers workers' questions regarding procedures, policies, written instructions, and other directives. Interprets work instructions and assists lower graded repairers or trainees in the more difficult and complex tasks. Provides information to the supervisor on status and progress of work, causes of delays, and overall work operations and problems. Assures that safety and housekeeping rules are followed.
  • Sets up system test sets and various types of test equipment such as frequency meters, standing wave ratio meters, radio frequency (RF) power meters, function / arbitrary waveform generator, distortion analyzers, time frequency work stations, oscillators, voltmeters, electronic counters, oscilloscopes, attenuators, decade resistors and capacitors, signal generators, stroboscope, tachometers, pneumatic and hydraulic pressure standards and other physical and electronic tests. Diagnoses equipment, makes repairs, and replaces defective parts / components such as integrated circuits, printed circuit boards, electronic condition coils, radiation detector boards / circuits, crystals, transistors, tubes, transformers, condensers, diodes, relays potentiometers, and related components.
  • Calibrates and repairs TMDE within support capability and authority including various levels of calibration as designated in technical bulletins, manuals, etc. Performs functional electronic, physical, and radioactive testing involving interpretation and analysis of measurement data, in accordance with cyclic inspection requirements. Aligns, troubleshoots, tests, inspects, repairs, modifies, calibrates and certifies precision measurement equipment such as multi-meters, microwave equipment, oscilloscopes, temperature analyzers, mercurial barometers, gage blocks and micrometer caliper dimensional equipment, digital voltmeters, signal generators, torque wrenches, pressure gauges, torque testers, weight scales, electronic counters, radiation monitors, radix calibrators, and radiation dosimeters.
  • Conducts repair tests by applying signals in known amplitude and wave shape into oscilloscopes to observe wave pattern. Isolates faults by taking measurements and comparisons in voltage, amperage, ohms, henries, power factor, watts, temperature, humidity, microns, foot-pounds, decibels, sensitivity, noise, stability, Voltage Standard Wave Ratio (VSWR), impedance, phase, absolute pressure, time intervals, displacement, flow rate, etc., to determine performance of equipment. If signal is distorted, traces it through electronic stages to locate malfunctioning part. Checks sweep rate by feeding known signal to an oscilloscope and observing wave pattern to correct shape and size. Operates equipment to complete range checking for proper operation of positioning controls. Adjusts with trimmer potentiometers; and if calibration is still not possible, adds or removes sufficient resistance to permit balancing of circuit. As needed, contacts the using organization to obtain information concerning the nature of the malfunction. Uses equipment schematics to analyze circuits by preparing block diagram showing major components such as amplifiers, filters, oscillators and indicators.
  • Determines purpose in operation characteristics of each major section. Refers to technical manuals and manufactures specifications to obtain information on operation characteristics of circuit components such as integrated circuits, microprocessors, decoders, latching networks, notch filters, logics, controllers, programmable gain amplifiers, digital displays, transistors, tubes, transformers, coils, relays, motors, and similar devices.
  • Performs other duties as assigned.

Requirements Conditions of employment :

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • This position is not located at a bargaining unit.

  • Qualifications :

    NOTE : Qualifications are based on breadth / level of experience.     WHO CAN APPLY :

    GROUP I - All qualified Male / Female Enlisted Personnel Enlisted Member (E-4 / SPC - E-7 / SFC) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.

    GROUP II - All qualified Virginia Army National Guard Male / Female Enlisted Personnel Enlisted Member (E-4 / SPC - E-7 / SFC), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment / enlistment in the Virginia National Guard must be attached if the appointment / enlistment occurred within 60 days prior to, or during, the advertisement period.

    Military Grades : Enlisted Member (E-4 / SPC - E-7 / SFC)

    GENERAL EXPERIENCE : Applicant must have experience or training providing technical guidance and specialized team leadership to lower-grade employees.

    SPECIALIZED EXPERIENCE : Applicant must have at least 24 months of specialized experience, equivalent to at least the WL-10 level, or equivalent pay band in other pay systems in the Federal government? This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the WL grade indicated. This experience must include activities such as :

  • Experience or training of operating principles such as the production and utilization of oscillations over a broad range of frequencies; signal and waveform behavior, distortion, and amplification; pulse, trigger, and synchronization techniques; digital / analog processing and data conversion techniques; and a variety of display and indication methods.
  • Experience or training with the functional relationships of circuits, assemblies, and equipment serviced.
  • Experience or training to install major modifications to instruments and equipment in accordance with instruction and procedures.
  • Experience or training serving as a working leader.
