Overview :
Performs a variety of complex paraprofessional work in the review and analysis of driving record data, driver’s license and identification card applications, exception forms, affidavits and law enforcement reports of possible fraudulent cases to authorize sanctions and determine action to be taken on driving privileges or rescission of such actions in accordance with portions of Section 6-201 and 6-206 of the Illinois Compiled Statutes and Section 335B of the Identification Card Act where statutory provisions are ambiguous or require interpretation and exercise of discretion and independent judgment; answers Fraud Unit phone bank queries responding to routine and complex technical issues relating to all aspects of fraud and identity issues, including activities related to Non-Visa Status Temporary Visitor Driver’s License; assist Facility Field staff, customers, law enforcement and attorneys addressing issues related to suspensions, revocations, amended orders, etc.; provides technical information concerning statutory provisions, procedures and actions necessary to obtain driving privileges; utilizes Facial Recognition Computer System for the Duplicate Analyzer and IntraID Verifier Central Issuance tables to analyze photos to determine if applicant has ever obtained driver’s license or identification card using a Social Security Number that does not belong to them; utilizes Facial Recognition Computer System to identify / analyze prior to Safe Driver and Central Issuance, for possible fraudulent matches; review and prepares written summary of cases for Secretary of State Police; may testify in court cases; review and research documents provided by applicants for authenticity and validity; initiates and authorizes appropriate sanctions in accordance with ILCS or Identification Card Act; initiates, explains and authorizes the (re)issuance of information to obtain a license if actions are rescinded.
Duties and Responsibilities :
- Provides technical information in written and oral form, including responding to routine and complex technical Fraud Unit phone bank queries from Facility Field staff, law enforcement, attorneys, the general public, etc., related to all aspects of fraud and identity issues as well as statutory provisions, procedures and actions necessary to obtain driving privileges, suspensions, revocations, amended orders, including activities related to Non-Visa Status Temporary Visitor Driver’s License, etc.
- Utilizes Facial Recognition Computer System for the Duplicate Analyzer and IntraID Verifier Central Issuance tables to analyze photos to determine if applicant has ever obtained driver’s license or identification card using a Social Security Number that does not belong to them; selects the appropriate option; if photos match, prints adds stops to all appropriate files, places documents in tray for microfilming, completes write up for microfilming and sends appropriate letter; utilizes Facial Recognition Computer System to identify / analyze possible fraudulent matches; prepares written summary of cases for Secretary of State Police to use in researching possible fraudulent activity; testifies as to why action was or was not taken on a driving record if challenged in court or if a technical explanation is required in a court case.
- Review documents provided by applicants for records of interest; research documents for authenticity and validity; make a determination based on information provided to determine if more documentation is necessary to issue the credential and update the record(s), documenting each step.
- Initiates and authorizes appropriate sanctions such as revocations, suspensions, cancellations or reinstatement of driver’s license in accordance with ILCS or Identification Card Act; initiates, explains and authorizes the (re)issuance of information to obtain a license if actions are rescinded; researches, reviews and analyzes computer formatted files and documentation necessary to verify the accuracy of information on files.
- Utilizes Facial Recognition Computer System / Intra ID Analysis to identify and compare image history for enrollment for Safe Driver Renewal and eligibility for Central Issuance; review and analyze images as well as DL / ID record data in determining eligibility for issuance.
- Performs other duties as required or assigned.
Education and Experience :
Requires knowledge, skill and mental development equivalent to the completion of two (2) years of college AND one (1) year of technical / paraprofessional experience in dealing with laws, rules and regulations in a public or private organization.
Knowledge, Skills and Abilities :
Requires thorough knowledge of applicable portions of Chapters 3, 6, 7 and / or 11 of the Illinois Vehicle Code.Requires thorough knowledge of business English.Requires thorough knowledge of the drivers license examination procedures and Administrative Hearings Department procedures.Requires thorough knowledge of insurance principles and terminology.Requires working knowledge of office practices and procedures.Requires working knowledge of the basic procedures of the judicial process and ability to interpret intent of rulings relating them to administration of the Illinois Vehicle Code and regulations and policies of the Office.Requires ability to exercise responsible, independent judgment in making decisions in accordance with applicable laws and to interpret and apply proper procedures.Requires ability to analyze difficult cases and render decisions concerning the denial or reinstatement of driving or vehicle registration privileges.Requires ability to effectively communicate both orally and in writing.Requires ability to effectively compose and dictate tactful correspondence explaining technical matters in a clear and non-technical manner.Requires ability to deal tactfully with the public.Requires ability to maintain a satisfactory working relationship with other employees.Requires the ability to lift and carry up to 10 lbs.Application Process :
