Overview

Job Title : Contract Support, Senior-Level (Full-Time, Hybrid)

Location : Multiple Locations

Company : Vision Centric, Inc.

VCI is seeking a Mid-Level Contract Support Specialist to support contract procurement. The Contract Support Specialist role may include but is not limited to strategy, planning, data analysis, requirements and / or documentation development, compliance reviews for acquisition documents and forms and other functions related to "cradle to grave" contract support.

Job Summary / Essential Functions

  • Provide clean leadership, technical direction, and guidance to all lower-level acquisition personnel.
  • Collaborate with customers and stakeholders on performance requirements among multiple sites and service lines to obtain agreement, standardize enterprise equipment, supply and / or service requirements in support of strategic acquisition plans.
  • Refine and improve source selection evaluation criteria.
  • Make suggestions by analyzing difficult contracting issues and identifying alternative courses of action to satisfy specialized requirements and solve a variety of contracting problems.
  • Conduct gap analyses and understand cost elements which affect production, management or delivery of a healthcare resource service product.
  • Provide advisory support and prepare procurement packages for review in accordance with customer requirements and in compliance with VA policy and procedures, to include federal and state laws and regulations.

Education and Experience

  • Education :

    • Bachelors in related field.

  • A Federal Acquisition Certification in Contracting (FAC-C Level I, II, or III) or DAWIA Level III Certification.
  • Experience :

    • Minimum of 5 years of experience conducting comprehensive and complex acquisition support services, within the last 7 years.

  • Experience supporting all aspects of acquisition with contracts greater than the Simplified Acquisition Threshold (SAT).
  • Construction / Architect-Engineering (AE) :

    • 3 years experience developing Architect-Engineering (AE) solicitations and administering AE contracts and modifications.

  • 3 years experience developing construction solicitations and administering construction contracts and modifications.
  • Complex Service Contracts (such as Healthcare Contracts) :

    • 5 years experience developing complex service solicitations and administering complex service contracts and modifications.

  • Leasing and Specialized Experience :

    • 2 years experience developing real property / lease related solicitation, contracts and modifications.

    Qualifications and Skills

  • Working knowledge of the Federal acquisition life cycle including pre and post award processes and activities.
  • Ability to perform general office functions : phone management, scanning, faxing, filing, etc.
  • Extensive knowledge of Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulation (VAAR), General Services Acquisition Manual (GSAM), General Services Acquisition Regulation (GSAR).
  • Familiarity with Real Property Leasing, utilities contracts, sharing of space and non-medical agreements.
  • Familiarity with medical language.
  • Must be a United States citizen.
  • Competency with Microsoft 365 applications (Word, Excel, PowerPoint, Outlook, OneDrive, and Microsoft Teams) and creating, organizing, analyzing, and presenting data.
  • Working knowledge of , CPARS, FPDS-NG, GSA eBuy / GSA Advantage, .
  • Ability to clear a local authority background investigation and fingerprinting.
