As the HR Operations & Data Consultant , you'll play a key role in keeping our HR functions running smoothly. Serving as a trusted partner to the HR Director, HR Consultants, managers, and staff, this professional-level position offers a dynamic blend of administrative support, data analysis, project coordination, and process improvement.
Reporting to the HRC4 Supervisor, you'll be the first point of contact for the HR office, lead new employee orientations, manage critical HR data and records, and contribute to strategic projects that improve agency operations. Your work directly impacts how our team supports the broader goals of the OIC—helping others stay focused on what matters most.

This is a Washington General Service position. The monthly salary range for this position is $5,011 - $6,735.

Serve as the initial point of contact for the HR Office, providing professional-level consultation and guidance on HR policies, procedures, and practices.Advise managers, supervisors, and staff on HR matters in alignment with collective bargaining agreements, state / federal laws, WACs, RCWs, and agency policies.Conduct new employee orientations, ensure completion of onboarding paperwork, and maintain compliance with legal documentation (e.g., I-9).Track and process HR forms including telework agreements, flex schedules, outside employment, and other personnel-related documents.Provide support and guidance on performance management processes, including probation / trial service evaluations and annual performance reviews.Manage and track Personnel Development Plans (PDPs) using Excel, HRMS, and internal systems; generate reports and analytics to support agency-wide performance monitoring.Maintain personnel and medical records in accordance with records retention policies; handle data entry and document processing in HRMS and other systems.Enter, review, and validate personnel actions such as new hires, promotions, separations, reallocations, and pay adjustments.Compile and analyze HR metrics for the agency's dashboard; support data-driven decision-making through reports, insights, and visualizations.Maintain and update HR's internal SharePoint and intranet pages; collaborate with IT and Public Affairs to improve usability and accessibility.Process employment verifications, Public Service Loan Forgiveness (PSLF) forms, and coordinate tracking of related documentation.Provide administrative support for workplace safety-related incidents and reporting; maintain health and medical files as needed.Serve as HR's liaison for state records archives and public disclosure requests; coordinate archival and destruction of records per retention schedules.Support employee recognition programs by preparing service awards, tracking anniversaries, and maintaining supplies.Participate in special HR projects and provide backup coverage for peer HR Consultants during peak workloads or absences.Qualifications
Required Qualifications
Five (5) years or more of progressively responsible, professional experience in Human Resources or related field.Intermediate level in Microsoft Outlook, Word, and ExcelAcademic Degree Equivalency Chart
Associate's Degree — 2 years of relevant experienceBachelor's Degree — 4 years of relevant experienceMaster's Degree — 5 years of relevant experiencePreferred / Desired Qualifications :
Degree in human resources, labor relations, organizational development, business, public administration, or related field.One (1) year professional HR work experience in Washington State public sector.One (1) year professional level experience interpreting collective bargaining language in a unionized environment.One (1) year or more years of experience working within WA State HRMS system including data integrity and reporting, organizational management; personnel, and position actions.Intermediate skills running queries and extracting reports / data from WA systems.Two (2) or more years of advanced experience working with SharePoint and Smartsheet or Excel systems including developing and reporting.Ready to join us?
