Nuclear Quality Manager
Located at the project location, the Project Quality Manager (PQM) is responsible for the development, implementation, and management of a contract-specific Project Quality Plan (PQP) and all other quality related functions necessary to deliver the project fully compliant with the contract documents. The PQM is a member of the project management team, and therefore must be able to work with minimal supervision, interact professionally with the project team and client personnel, have excellent written / verbal communication and conflict resolution skills, manage a diversified workload and challenging situations efficiently and effectively, have a Continuous Improvement (CI) and Total Quality Management (TQM) mentality, and takes the lead role in managing quality on the project.
The PQM is the chief quality representative on the project and has full stop work authority for matters related to quality. The PQM is the head of the project quality department and is responsible for managing all other salaried and hourly quality personnel on the project.
Responsibilities include managing the development and implementation of a contract-specific Project Quality Plan (PQP), reviewing and approving subcontractor quality plans to ensure compliance with contractual requirements, ensuring quality staff is adequately assigned, trained, and qualified to execute the PQP, and responsible for the implementation and oversight of a Nuclear Quality Assurance Program in a construction environment, to include, but not limited to, issues management, nonconformance reporting, subcontractor oversight, internal assessments / audits, causal analysis, commercial grade dedication, inspections, procurement oversight, and commissioning and turnover.
Additional responsibilities include leading and mentoring junior QA / QC personnel, maintaining a positive, collaborative relationship with the Client team, interpreting quality standards and regulatory requirements, coordinating and performing causal analysis investigations, coordinating and performing QA audits and assessments, analyzing findings to identify trends, promoting Continuous Improvement, being actively engaged in operation planning sessions, ensuring that all Quality documentation required for project turnover is completed, compliant with contractual requirements, and stored in an organized manner, routinely speaking and / or presenting at meetings to promote quality goals / objectives, and performing routine performance reviews with all project Quality staff.
Qualifications include a four-year degree, preferred in engineering, science, or technical college degree plus ten (10) years of nuclear quality experience in a Department of Energy (DOE) or Nuclear Regulatory Commission (NRC) environment, thorough knowledge of implementing a Nuclear Quality Management Systems (QMS), broad working knowledge of the trades, disciplines, associated special processes, inspection and testing techniques, nuclear construction codes, standards, and jurisdictional requirements, self-starter with organizational, managerial, and leadership skills, strong verbal and technical writing skills, NQA-1 qualified lead auditor or the ability to qualify within 1 year highly desirable, experience performing and managing the commercial grade dedication process, ASQ Certified Manager of Quality / Organizational Excellence (CMQ / OE) or similar certification is recommended, additional certifications from AWS, ACI, ASNT, ASQ, NACE, etc. are advantageous, current or previous experience in Nondestructive Testing is recommended, ability to freely access all points of a construction site in wide-ranging climates and environments, and ability to relocate / travel to project locations as required.
