Our Organization

The Community Economic Defense Project (CEDP) is a Colorado-based nonprofit. Launched in 2020 as the COVID-19 Eviction Defense Project, our organization was formed to keep our neighbors housed during the pandemic. Working with clients, we built a deeply integrative approach to eviction, foreclosure, and homelessness prevention that centers the legal and financial needs of housing-insecure families and uses a variety of tools to keep them housed.

Our team now serves more than 1,000 people per month, bringing together housing lawyers, economists, data analysts, policy-experts, organizers, and technologists to serve our clients. We have served more than 50,000 low-income Coloradans across 45 counties, distributing over $200 million in emergency assistance. We have also contributed to the passage of major legislation to prevent eviction, stop economic abuse, and make credit and life-saving medication cheaper. CEDP's model has been cited as a best practice by the the White House and HUD in 2022-2023, think tanks like the Urban Institute, and in the media.

Building on our work to stop evictions, CEDP has further expanded its integrated services model to include disaster response, predatory towing, debt collection, benefit access & navigation, long-term rental assistance, and homelessness response. Similar to CEDP's work on rental housing, these efforts offer a continuum of care that includes navigation and advisory services, targeted payments, legal support, and the ability to participate in advocacy.

More about the Role : Housing Navigator- certified Housing Counselor

CEDP is seeking a HUD Certified Housing Counselor to help launch a new program focused on housing stability and fair housing for the city and county of Denver. This role provides comprehensive counseling and navigation support. The housing counselor will assist residents in the City and County of Denver with housing resource connections, exploring new housing options,, and understanding their rights while

managing a caseload. It is an exciting opportunity for a motivated professional passionate about housing access, equity and building systems that make a lasting impact.

In this role you will :

  • Conduct HUD-certified housing counseling sessions for clients seeking rental, homeownership, or fair housing support in alignment with HUD standards and program goals.
  • Provide housing navigation services, including connecting clients to affordable housing opportunities, rental assistance programs, and community-based resources.
  • Serve as the primary point of contact for clients through in-person meetings, phone, and email communication, ensuring timely and professional responses.
  • Manage a housing navigation caseload of 15-20 new clients per month (160-200 clients annually), maintaining accurate and up-to-date records in compliance with HUD and organizational data requirements.
  • Provide housing counseling services to a portion of your housing navigation caseload. Due to this program being a first time launch, flexibility is required as we develop expectations on the housing counseling caseload amount
  • Contribute to the development and launch of the new housing counseling and navigation program by creating tools, workflows, and templates to streamline service delivery.
  • Provide ongoing feedback and recommendations for process improvements and program efficiency.
  • Maintain strong organizational systems to manage appointments, documentation, follow-ups, and reporting requirements.
  • Track and meet key performance indicators (KPIs) related to client volume, outcomes, and satisfaction.
  • Work independently while collaborating cross-functionally with other departments to ensure wrap-around client support and alignment with broader housing initiatives.
  • Stay current on HUD regulations, local housing trends, and available community resources to provide accurate and relevant guidance to clients.
  • Partner with CED Law to present at seminars, training, and / or educations sessions regarding the topics of fair housing, renters rights, housing counseling, and other topics relevant to the clients served
  • Facilitate language access and interpretation support to ensure clients receive services in their preferred language.
  • Use various digital systems (e.g., HMIS, HubSpot, Adobe Acrobat, Boostlingo, Slack) to manage client information, communication, and reporting.
  • Bilingual is required

Position Requirements : Experience in advocacy, customer service, social services, or law related environment

  • HUD-Approved Housing Counselor certification, must receive certification within 60 days of employment start date
  • Bilingual in English and Spanish is a required
  • Ability to apply prior experience to improve processes and collaboration in a startup environment that requires rapid adaptation to change with minimal supervision.
  • Analytical thinker with detail orientation, self-starter with ability to solve problems.
  • Demonstrated proficiency working with Customer Relationship Management databases or similar tracking and organizing technologies.
  • Fantastic organizational skills and ability to self-manage and prioritize a complex workload with rapidly changing demands.
  • Ability to work under pressure and meet deadlines and manage high-volume caseload to achieve required case-completion goals.
  • Ability to work independently and as part of a team.
  • Proficiency in Google Suites with a demonstrated ability to navigate various applications within different platforms.
  • This is a hybrid position that would need to be located near CEDP's Denver office.
  • Comfort with ambiguity in a fast-paced, all hands-on-deck environment.
  • Ability to work collaboratively with people of diverse personal and professional backgrounds with a focus on social and racial justice and equity.
  • Additional Details :

  • Candidates must reside in Colorado, within the greater Denver Metro area. The position includes competitive pay, flexible time off, benefits package (including medical, dental, vision), and 401k.
  • A competitive start base salary of $65,000 plus a $1,000 per year hybrid employee salary adjustment
  • Employees who utilize two languages or more at work are eligible for a $2,000 salary differential per year added to the salary grade listed above. Language assessment will be conducted by the organization as a requirement to receive the differential
  • All employees are eligible for a technology stipend of $720 per year. Applications will be reviewed on a rolling basis but must be received by November 14, 2025
  • The estimated time to complete the recruitment process will be by November 30, 2025
