POSITION DESCRIPTION :
Qcells is seeking a technically skilled and strategically minded Community Solar & Storage Strategy & Program Manager to lead and coordinate all aspects of our clean energy initiatives. This role will serve as the internal subject matter expert (SME) for community solar, supporting project acquisition, compliance, subscriber strategy, and market execution across key geographies — with an initial focus on Illinois and New York, and expansion into other leading markets.
RESPONSIBILITIES
Community Solar Strategy & Execution
- Serve as the central point of contact for all community solar initiatives across Qcells.
- Develop and maintain a roadmap for community solar participation, including project eligibility, subscriber acquisition, and compliance workflows.
- Support project acquisition efforts by evaluating subscriber mix, program fit, and market-specific risks and opportunities.
Transactional Support & Due Diligence
Lead due diligence for community solar transactions, including subscriber profiles, community solar manager vetting, and contract negotiation.Collaborate with underwriting and valuation teams to ensure accurate modeling assumptions and risk mitigation.Align internal stakeholders on deal structure, compliance obligations, and execution timelines.Policy Monitoring & Compliance
Track and interpret community solar regulations, disclosure requirements, and licensing obligations in IL, NY, and other emerging markets.Ensure compliance with all relevant consumer protection, reporting, and certification standards.Monitor distributed generation (DG) and storage policy developments and assess their impact on Qcells’ strategy.Market Intelligence & Distributed Storage
Evaluate distributed storage programs and market structures across key states.Work with the commercial team to develop execution plans for storage-integrated community solar offerings.Maintain a database of market rules, incentive structures, and program timelines.Industry Engagement & Representation
Represent Qcells in industry groups such as CCSA, SEIA, and relevant state coalitions.Lead Qcells’ participation in conferences, working groups, and stakeholder sessions.Maintain active memberships and certifications as required by state programs or industry best practices.Internal Collaboration & Education
Act as a bridge between policy leadership and execution teams, translating regulatory guidance into operational plans.Educate internal stakeholders on community solar dynamics, compliance risks, and market opportunities.Support strategic planning and business development with regulatory forecasts and market insights.REQUIRED QUALIFICATIONS
Bachelor’s degree in energy policy, business, engineering, or related field; advanced degree preferred.5+ years in solar energy, with at least 3 years focused on community solar program management, compliance, or transactional support.Experience supporting project acquisitions, contract negotiations, and financial modeling alignment.Familiarity with distributed storage policy and market structures is a strong plus.Proficiency with subscriber management platforms, CRM systems, and regulatory reporting tools.Ability to synthesize policy and compliance requirements into actionable business processes.Deep understanding of community solar regulations, disclosure protocols, and licensing requirements in IL and NY.Experience with DG and storage policy tracking and interpretation.Strong written and verbal communication skills.Proven ability to work cross-functionally and manage external partnerships.Active participation in industry groups and conferences.Ability to represent Qcells externally with professionalism and subject matter authority.Hanwha Q CELLS America Inc. The salary range is required by the California Pay Transparency Act and may differ depending on the location of those candidates hired nationwide. Actual compensation is influenced by a wide array of factors including but not limited to, skill set, education, licenses and certifications, essential job duties and requirements, and the necessary experience relative to the job’s minimum qualifications.
