UK Head of Safety & Security (Licensing)

Last Energy UK seeks a UK Head of Safety & Security (Licensing) to spearhead our efforts in navigating the licensing process in the UK. This candidate will report to Last Energys Global Head of Licensing and play a key role in advancing micro-nuclear power projects to support near-term decarbonisation. This is a critical leadership role for a pragmatic, delivery-focused individual who can act as the intelligent customer across all licensing topics, including safety, security, and safeguards, whether led internally or supported by external consultants. Previous experience in the nuclear industry is highly valued, but not required; we invite applications from individuals who bring fresh perspectives and challenge conventional thinking.

Key Duties & Responsibilities

• Provide strategic leadership in developing and executing against a UK licensing roadmap, with the goal of acquiring a nuclear licence in line with a schedule already agreed with the regulators
• Act as the primary point of contact between Last Energy and the UK nuclear regulatory network, including the Office for Nuclear Regulation (ONR), Environment Agency (EA), and Natural Resources Wales (NRW)
• Lead the UK regulatory strategy across all ONR remit areas : nuclear safety, nuclear security, and nuclear safeguards
• Serve as the intelligent customer for all licensing activities, including those delivered via third-party contractors and technical specialists
• Lead the preparation and quality check the submission of regulatory filings, licence applications, and safety cases, ensuring accuracy, completeness, and timeliness
• Lead the acceptance of safety and security information from the Responsible Designer (Last Energy Inc), translating it into a defensible and proportionate licensing case for the UK, balancing regulatory expectations with an efficient route to deployment
• Act as the main point of contact for 3rd party licensing firms, managing budgets, schedules, and deliverable quality
• Monitor and address regulatory issues and concerns raised by internal and external stakeholders, and proactively identify and mitigate regulatory risks
