Project Controls Specialist I Or II
Responsible for the production and coordination of project schedules with associated reports and analysis for the capital projects of the Sewer District's Engineering and Construction programs and Stormwater program. Ensures the quality and frequency of the schedule data and information used in the Sewer District's Project Control System. Performs other duties of a similar nature as may be required.
Assists in the creation of Work Breakdown Structures (WBS) and development of baseline schedules for capital projects. Coordinates with consultants and contractors on development of schedules that meet requirements set forth in the Sewer District's schedule specifications. Reviews submitted progress schedules for compliance with the Sewer District's guidelines and analyzes schedules for reasonableness compared to project baseline. Gathers project progress information from project team members to update and monitor Capital Improvement Programs (CIP). Incorporates submitted schedules into the master schedule database once reviewed and approved. Assembles and compiles schedule and cost data and input into the Project Controls Systems to ensure appropriate statuses of projects. Monitors and reviews project controls data (schedule and cost) for CIP projects. Assists in preparing status reports and other related project planning and control documentation as requested. Interfaces with project, design and construction teams to define need for change to budgets and schedules, and identification of variances from the original project plan. Prepares reports for use by Engineering and Construction Management. Actively participates in program and project status meetings as requested. Coordinates with other project schedulers and associated Sewer District staff. Monitors and processes invoices / pay applications for CIP projects. Performs other duties of a similar nature as may be required.

Collaborates with internal and external stakeholders in the development of scope, schedule, budget and cost data for capital projects. Reviews submitted baseline and progress schedules for compliance with the Sewer District's guidelines and analyzes schedules for reasonableness compared to project scope and progress. Works with project, program, design, construction and project controls team members to evaluate schedule status and provide recommendations to address schedule deficiencies or expedite schedules. Responsible for monthly project schedule and financial updates to Capital Improvement Programs (CIP). Assembles and compiles schedule and cost data and input into the Project Controls Systems to ensure appropriate statuses of projects. Implements and documents program baseline documentation : Definitions, WBS dictionary, Project Budget and baseline change requests. Develops, maintains, and analyzes integrated critical path schedules for CIP projects in accordance with contract specifications. Evaluates and updates data regarding schedule dates, physical percent complete, actual cost and project accruals. Participates in project time impact analysis and provides recommendations. Provides training to consultant and contractor ensuring the scheduling standards and procedures are followed. Monitors and processes invoices / pay applications for CIP projects. Analyzes schedules progress and performance and identifies developing problem areas. Performs other duties of a similar nature as may be required.
Candidate must possess at least an associate degree in Construction Management, Business Administration or a closely related field. Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy. Candidate must possess at least two (2) years of Project Controls experience that may include work performed during internships, co-operative education, and college coursework in working with project schedule and cost data. Experience in a capital project organization or environment preferred. Candidate must possess a valid driver's license with a driving record in accordance with the Sewer District's acceptable guidelines. Candidate must possess the ability to interpret design and construction schedules. Candidate must possess the ability to effectively plan, coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources. Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities. Candidate must be able to recommend corrective actions before problems arise and convey project controls and scheduling practice knowledge to others. Candidate must be familiar with scheduling software including project reporting systems and capital projects. Candidate must be proficient in Microsoft Office Suite including Word, Excel, Access, Outlook and PowerPoint. During the course of performing the essential functions of this position the employee must be able to compare, copy, compute, compile, analyze, coordinate, synthesize, negotiate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as sitting and talking. Ability to lift up to 10 lbs. on an occasional basis. Position will require visual demands of near acuity and accommodation. The position is primarily an office position and therefore will be in a very quiet to quiet setting. Infrequent trips to plants and construction sites are possible. Pay Range : USD, Commensurate with Experience Project Controls Specialist I : $62,540 - $78,175 Project Controls Specialist II : $65,482 - $81,854
