The Division of Administration / Office of Facility Planning and Control has a vacancy. This job title has an assigned pay grade of TS-319. The Office of Facility Planning and Control is responsible for administration of the state's capital outlay budget process, which includes preparation of a preliminary state construction plan. The document outlines state and local projects for possible funding using a mixture of state general obligation bonds, revenue bonds, state and federal cash and often fees and self-generated funds. The proposed construction budget is contained in House Bill 2 which is introduced at regular legislative sessions. The proposed construction budget is sometimes altered during the legislative sessions by lawmakers before becoming law. FPC also administers the state and non-state projects that are ultimately funded and oversees the contracts from planning through construction and project completion.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following :
Minimum Qualifications : Possession of a current Louisiana license to practice professional engineering or professional architecture plus seven years of experience as a licensed engineer or architect. NOTE : Applications will be accepted from persons licensed to practice professional engineering or professional architecture in states other than Louisiana. If one of those applicants is selected for the position, he / she will be required to obtain a Louisiana license prior to appointment. Job Duties and Other Information :
The FPC Senior Manager oversees the design, construction, and administration of capital outlay projects in Louisiana, which are primarily funded through the state's Capital Outlay Budget (averaging over $9 billion annually). The role is a senior-level leadership position managing large-scale public infrastructure and facility development.
Project Administration Supervises FPC Managers and contracted personnel for capital outlay projects.
Oversees all project phases : pre-design, design, construction.
Reviews / approves project documents (field reports, invoices, change orders).
Assists in assigning projects, resolving disputes, and ensuring policy compliance.
Coordinates designer selections and supports user agencies (e.g., budgeting, maintenance planning).
Advises leadership and stakeholders (legislators, agencies, attorneys).
Contributes to legislative support, including HB2 development and fiscal notes.
Disaster Recovery Manages building-related disaster recovery (e.g., FEMA coordination, emergency repairs).
Prepares FEMA project worksheets and handles funding / accounting / reporting.
Coordinates damage assessments, emergency construction, and mitigation efforts.
Drafts related policies and procedures; manages disaster recovery teams.
Project Tracking & Budgeting Uses LaGov Project System to track milestones, budgets, and approvals.
Oversees accurate reporting, cash flow needs, and funding analysis (P1, P5, Federal, IAT).
Reviews design timelines, submittals, contract actions, and project closeouts.
