Job Description Position Title : Community Manager Reports To : Housing Director Job Classification : Full-Time, Exempt Supervisees : AIM Housing Maintenance Manager Position Purpose : In support of the AIM Center's mission, this position is responsible for the operation and maintenance of the AIM Center's Permanent Supportive Housing properties. The core responsibilities of this role include day-to-day operations of the properties, including income and expenses, overall supervision of maintenance staff, and implementation of AIM Housing Resource Center policies and procedures that will ensure well managed and maintained properties. This position supports residents through a supportive, professional relationship. Essential Duties and ResponsibilitiesProperty Management Duties Provides overall site management of the assigned properties, including budget management, marketing and leasing, site appearance, work order requests, and eviction proceedings. Provides periodic reports on the following activities : occupancy, maintenance, notices and evictions, financial, and program / regulatory. Responsible for new resident intake and move-in process, which includes management of the waiting list, unit offers, orientation, lease preparation and signing. Ensures prompt processing and accurate and complete maintenance of all resident documents and forms including leases, interim and annual recertifications. Provides oversight and assistance to the process of collecting rents and other monies and ensures that all transactions are processed and input accurately and completely. Manages resident complaints and questions, appeals requests, reasonable accommodation requests, payment arrangements, transfers, utility and maintenance charges, and tenant accounts receivable. Perform regular inspections of property to ensure that it is being properly maintained. Prepare written recommendations for physical repairs and or improvements, supplies, material and equipment to the Director of Housing. Review completed and outstanding work orders on a regular basis. Ensure work orders are completed in a timely manner. Ensures operation of the site and site personnel in compliance with all applicable federal, state, and local law, including, but not limited to : Fair Housing, Landlord and Tenant Law, building and fire codes, Employer / Employee Law, and Occupational Health and Safety laws and regulations. Keeps abreast of HUD, federal, state, and local rules and regulations impacting assigned programs and makes recommendations to the Director of Housing. Ensures operation of the site and site personnel in compliance with affordable-housing program-related laws and regulations, including but not limited to HUD Low-Income Public Housing, Project Based Rental Assistance (PBRA), Low-Income Housing Tax Credit, HOME, CDBG, and similar programs, as applicable. Provides outstanding customer service by responding to phone calls, emails, and written correspondence in a prompt, efficient, and appropriate manner. Manage confidential matters with discretion. Promoting Stable Housing and Independent Living Encourages appropriate social behavior, and other skills to help promote a persons independence while in the community. Assists people in advocating for themselves and learning more about their rights as renters. Relationship and Community Building Establishes and maintains effective working relationships with fellow AIM Center employees, residents, service providers and contractors, always displays a friendly and courteous attitude. Builds positive relationships within the community including community members, law enforcement, housing and social service agencies. Develops and maintains a professional and considerate rapport with residents receiving support while promoting concepts of self-determination and dignity of risk. Promotes residents' participation in educational, employment, support, recreational, and enrichment opportunities available at the AIM Center and in the community, including Clubhouse Socials. Supports monthly resident meetings. Mediates disputes among tenants; responds quickly to issues or questions. Other Exhibits and encourages behaviors that uphold the AIM Centers core values. Provides transportation for housing residents to community events and activities, including those hosted at the AIM Center. Maintains necessary competence to complete job duties as described including necessary training and certifications as assigned. Clubhouse Generalists have generalist roles and share employment, community support, evening / weekend / holiday, and unit responsibilities. Central to this role is the energetic engagement of members in all aspects of unit and Clubhouse operations. Other job duties as assigned. Required Education / Training / Experience : Minimum of a High School Diploma or equivalent. Ability to work independently and produce quality work under deadlines. Excellent written and verbal communication skills. Ability to set and maintain positive and professional boundaries with residents. Computer literacy and familiarity with applications such as databases and spreadsheets, word processing, email, and the internet. Preferred : Experience in the mental health field preferred. Bilingual in English and Spanish or other languages. Experience in subsidized housing and / or property management is preferred. Knowledge of the local, state, and federal laws related to housing; ability to understand, act on, and interpret policies, regulations, and procedures. First Aid and CPR certification or willingness to obtain First Aid and CPR certification. Mandatory Qualifications / Skills / Traits Pass a pre-employment background check. Valid Tennessee drivers license. Ability to obtain an F-Endorsement within 14 days (Tennessee Residents only), 3-year clean MVR, NO DUI / DWI.
