Business Incentives Coordinator (Operations And Policy Analyst 4)

Business Oregon, the state's economic development agency, is currently hiring a Business Incentives Coordinator (Operations and Policy Analyst 4). This position will manage the Departments duties and roles with tax incentives for business development, particularly property tax abatement programs in collaboration with local partners (governments and other organizations) in the pursuit of business retention, expansion, and recruitment.

What You Will Do

Manage Tax Incentives Programs Develop, administer and coordinate program procedures and resources, including administrative rules, information for businesses and others, Department of Revenue, and other state-issued forms. Assist state and local officials / partners on legal issues, procedures, and marketing of state tax-related programs.

Zone Designations & Boundary Changes Implement systems for local governments, including communication with local officials, procedural options, legal requirements, and strategy. Prepare, notify, conduct, evaluate, and provide recommendation for processes.

Business Development Technical Assistance For business projects, meet with and guide businesses, consultants, local government officials, and others on Oregon's incentive programs, tax code, and related topics. Support Regional Development Officers with business development opportunities including estimates of tax benefits, questions of eligibility, and coordination between state agencies and local governments.

Program Evaluation and Policy Analysis Develop reporting standards for businesses and local representatives. Establish methodologies for administered programs to collect, manage, and use data about program activity and outcomes for analysis and program evaluation. Respond to Tax Expenditure Report and other requests by DAS, Department of Revenue, legislative staff, and other organizations.

Legislative Support In coordination with or as directed by the Government Affairs Manager or Division Manager, assist with tax incentives and other legislative concepts to be implemented by statute, including review of policy, monitoring legislation, meetings with stakeholder groups, consulting with staff and legislators, revenue impacts, supporting local partners, and preparing and / or providing testimony.

Federal Laws / Program Assistance Assist with state or local participation in federal designations and other relevant programs (including but limited to federal enterprise or opportunity zones or tax credits) in coordination with other state agencies.

The Ideal Candidate Will Possess A Combination Of Some Or All The Following Skills

Tax incentive program and project experience Tactical thinker with experience managing, implementing, and administering tax or business incentive programs and projects. Functional knowledge of Oregon tax law.

Managing complex data and information Ability to gather, track, manage and report complex data and information to varying audiences including agency leadership, executive and legislative branch, and other concerned constituencies.

Effective communication Experience facilitating public meetings, present technical information in a public forum, and effectively facilitate meetings that involve stakeholders.

Partnership skills Ability to build and maintain meaningful relationships with partners including community and economic development organizations, businesses, other state agencies, etc.

Decision making & Collaboration Ability to work independently and exercise high-level decision-making skills in a fast-paced environment with competing interests and priorities. Experience building and maintaining relationships while working harmoniously with customers to reach a common goal.

Policy Development Experience Experience with legislative processes, including providing written and oral testimony, analyzing bills, proposing amendments, explaining policy issues, or monitoring legislation including at the federal level.

What You Need To Qualify

A Bachelors Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical, and planning work.

OR;

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

What Business Oregon Does

Business Oregon is the economic development agency for the state of Oregon. We have about 200 people on our team, and we work with communities and businesses. We use our programs and expertise to help businesses grow, so they can in turn add jobs, diversify the economy, and increase Oregon prosperity. We work with communities to enhance and expand infrastructure and community safety with projects such as water / wastewater systems, seismic rehabilitation for schools, or rural broadband development. This also sets the stage for future business development. Our mission is to invest in Oregons businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy, all carried out with an agency strategic plan.

The Business Services Division promotes business and economic development opportunities by removing barriers to business growth and job creation / retention. Services include assisting Oregon businesses and communities to access State resources, including incentive programs for public and private sectors. Incentive programs and assistance include business finance programs, global trade assistance, infrastructure financing, and other community and economic development programs. Recruitment Officers, Regional Development Officers, Global Trade Specialists, analysts, program specialists and coordinators, and loan officers work collectively in partnership with Oregon businesses and local communities to achieve the States economic development goals. The Business Incentives Coordinator would work closely with multiple teams within the Business Services Division at Business Oregon.
