Performs highly responsible administrative work for program operations and budgetary planning. Supervises, coordinates, monitors, and performs a variety of fiscal and budgetary operations for the city and its multiple funding sources such as : local, state, federal, and private foundations. Exercises initiative and independent judgment under the general direction of the Budget Director. Plans and manages budgetary functions. Plans, develops, prepares, and monitors the City Annual Budget and Capital Improvement Budget. Ensures compliance with budgetary policies and procedures. Develops and maintains fiscal and accounting procedures for all city department funds to assure budget compliance, efficiency, and fiscal accountability.

Essential Duties and Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Assists Director to plan, organize, develop, prepare, coordinate and administer the City of Laredo annual operation and capital budget.
  • Responsible to work with departments, local, state, and federal grants and their proper budgeting.
  • Develop and maintain budget policies and procedures.
  • Administers departmental personnel budget functions, such as training, work scheduling for staff.
  • Responsible for all revenue's and expenditure projections for general funds.
  • Assess the sales tax, bridge, and appraisal revenue fluctuations and recommends budgetary adjustments.
  • Directs the preparation of the budget document through budget liaisons.
  • Provides budget training and guidance for department directors and budget staff.
  • Participates in conference and hearings pertaining to the City budget.
  • Oversee performance measurement program and training citywide.
  • Attend City Manager staff meeting and council meeting in the absence of the Budget Director.
  • Assists with other duties as assigned in the budgeting and projection process.
  • Management of City departments budget, grants, and research.
  • Assists Budget Director with fiscal need assessment to assure appropriate programs are provided.
  • Maintains operating budget and fiscal accountability and works with departments chiefs and supervisors to assure budget and fiduciary performance measures.
  • Serves as primary liaison for general fund monitoring, compliance, and accounting and works with directors to assure compliance with City finance budget.
  • Monitors budget allocations, cost projections, and revenue projections for annual operating budget.
  • Supervises fiscal and budget process for all state contracts and grants as well general fund budgetary transactions, such as : requisitions, insufficient appropriations, purchases, and bid processes.
  • May be responsible for approval of transactions at the division level.
  • Conducts revenues allocation for all budgets and gets approval from the director for final budget allocation.
  • Assists with other duties as assigned in departmental management.

  • Skills and Abilities :

  • Ability to express ideas clearly and concisely.
  • Ability to deal with large number of budgetary variables and determine specific course of action; handles routine and sensitive inquiries from management, officials, and representatives of the multiple funding sources.
  • Ability to prepare financial reports and statements in accordance with predetermined requirements.
  • Ability to use computer hardware, various software programs and technologies, including word processing and spreadsheet programs.
  • Ability to make presentations in public groups.
  • Ability to make high organizational level decisions.
  • Ability to plan and oversee projects; analyze and evaluate conditions; make sound recommendations.
  • Ability to supervise personnel.
  • Ability to effectively communicate both orally and in writing in the English and Spanish language, including editing official correspondence and documents.
  • Ability to establish and maintain effective working relationships with other management staff.
  • Ability to project a positive and professional image of the City of Laredo.
  • Ability to maintain a valid Texas Driver License and a good driving record.
  • Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.

    Physical Effort Requirements

    Position will have the following exposures

  • Office or similar indoor environment, relatively free from unpleasant environmental conditions or hazards.
  • Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and / or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

  • Never : Individuals who are hostile or irate, Individuals with known violent backgrounds, Extreme cold (below 32 degrees), Extreme heat (above 100 degrees), Communicable diseases, Moving mechanical parts, Fumes or airborne particles, Toxic or caustic chemicals or substances, Loud noises (85+ decibels such as heavy trucks, jack hammers, construction)

  • Minimum Qualifications

    Required Education and Experience

  • Bachelor's degree from an accredited
  • college or university in Accounting, Finance, or a related field
  • At least six (6) years of experience in budgeting or accounting of which at least four (4) years are in governmental accounting and / or budgeting or related experience.
  • Council of Higher Education Accreditation (C.H.E.A.)
  • Required Licenses or Certifications

  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
  • As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment. Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment. Effective January 7, 2008, all persons in safety-sensitive functions / positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
