This is work assisting customers in permitting with the following : respond to general permitting questions, research, issuance of permits, schedule inspections and process payments in accordance with applicable State Statutes, county ordinances, regulations, unit policies in permitting. This position has a high level of customer interaction and will build and foster positive working relationships and maintain an excellent customer service standard when interfacing with both internal and external customers.
Accepts applications and information through walk-ins, phone calls, emails or faxes. Processes and enters all permit applications in permit tracking system including building permits, zoning permits, resource protection permits, culvert permits, right of way permits, etc.; verifies accuracy of fees in the Permit Tracking System in accordance with applicable ordinances, regulations and unit policies. Issues a variety of permits, certificates of occupancy and certificates of completion. Assesses fees based on Fee Ordinance. Collects all types of payments for fees related to permitting, licensing, code enforcement, utilities, code enforcement penalty fees, etc. Assists with the processing and issuance of refunds. Processes customer inquiries and makes decisions in accordance with applicable ordinances, regulations and unit policies. Research files, databases, internet, GIS and maps for a variety of source background materials. Must understand the County Address System. Research and provide timely responses to department contact center folders and monitor emails received from building@scgov.net. Provide assistance with records management / records management division as requested.
Schedules inspections; updates agents on contractor licenses. Responsible for keeping the procedure manual up to date and provide input to manager for updating the unit procedure manual, when necessary.
Maintains records and files pertaining to permits and responds to customer requests for building permit files. Coordinates with Records Supervisor to ensure file transfers between north and south county permit offices.
Balances / reconciles cash at assigned workstation at end of each day. Attendance at annual Cash Handling and other mandatory training classes required.
Work Hours : Monday Friday, 7 : 30 a.m. 4 : 30 p.m.
Minimum Qualifications :
TIER I : A High School Diploma or its equivalent and three (3) years of clerical office experience or customer service experience. A valid Florida Driver's License.
TIER II : A High School Diploma or its equivalent and three (3) years of clerical or customer service experience. One year of experience involved with interpreting, enforcing, screening or monitoring of a regulatory process (such as permitting, planning, zoning, ordinances, licenses, building, taxes, etc.) Satisfactory Completion of Core Competencies or ability to obtain Core Competencies within six (6) months of hire date. Valid Florida Driver's License.
TIER III : A High School Diploma or its equivalent and two (2) years of experience as a Permitting / Connection Coordinator. Satisfactory completion of Core Competencies or ability to obtain Core Competencies within six (6) months from date of hire. Valid Florida Driver's License.
Preferred Qualifications : Prefer experience with building construction inspections, permitting, planning, zoning and / or construction knowledge. Experience with Land Information Management System (AMANDA).
Job Competencies : Solid computer skills using Microsoft Office (Word, Excel, Outlook) software and ability to become proficient in other software which the County may utilize such as LIMS (AMANDA). Must be able to understand, interpret and implement applicable business rules, regulations, codes, policies and procedures. Strong interpersonal, public relations, and customer relations skills. Ability to read and interpret building plans and blueprints. Ability to use good judgment, prioritize, and make recommendations for improvements and efficiency. Ability to work collaboratively in cross-functional matters on sensitive issues.
Pay :
TIER I : $15.55 - $17.95
TIER II : $16.80 - $18.47
TIER III : $17.78 - $20.64
