The Position The Outreach Manager is responsible for managing the daily operations of the street-based direct service staff. The goal of this position is to lead team members in ensuring appropriate, professional, and high-quality service delivery is provided to people experiencing homeless in SPA 1 and 2. The Outreach Manager is responsible for collaborating with other homeless outreach entities in the region who are part of the Coordinated Entry System (CES) and ensuring direct staff support the countywide outreach system to identify, engage, and connect / re-connect people experiencing homelessness to interim and / or permanent housing, supportive services, mental and physical health resources, and lifesaving care. The position must be able to provide guidance, direction, staff training, and programmatic and service delivery support to outreach team members. What You'll Do Manages a street-based outreach team in all aspects of job performance, and ensures application of best practices and standard of care expectations Provides individual and team supervision using site and field-based models to support administrative, clinical, and program compliance Supports staff to respond to and resolve participant emergencies in the field and ensures appropriate service coordination Provides job counseling or disciplinary action to Outreach staff, as needed, to elicit professional, efficient, and ethical job performance in all areas Ensures program compliance, quality assurance, and data integrity that align with the program's scope of work and LAFH's program's policies and procedures Develops, maintains, and utilizes detailed reports that support LAFH Outreach activities, assists staff in organizing their participant needs, and collaborates within Outreach Coordination activities to rapidly prioritize participants their team members serve Develops, maintains, stewards, enhances, and supports external partnerships within the homelessness and housing response systems and other systems that influence homeless programs Attends various regular staff, agency, and community meetings as needed Drives personal vehicle in and around Los Angeles County and drives agency vehicles periodically to transport clients Availability to work after hours for crisis calls and / or disaster responses MANAGING STAFF Communicates company goals, safety practices and deadlines to team Promotes team member adherence to company regulations and performance goals Motivates team members and provide on-going supervision and feedback Conducts timely performance evaluations and ensure submission to HR Coaches and develop direct supervisees and assess performance Conducts work schedules Reviews and approves timesheets Ensures staff attends and completes required trainings Documents and consults with HR regarding employee relation and staff performance issues Actively participates in the hiring process, including interviewing, onboarding and training Ensures clear communication of departmental goals and outcome measurements Ensures company brand materials and physical working spaces meet and exceed company presentation standards OTHER Additional tasks, projects, and responsibilities as assigned by supervisor What You're Skilled At Must have excellent written and verbal communication and interpersonal skills, including customer service focus in working with all internal organizational levels and external contacts Ability to work in a fast pace, high pressure environment Strong decision-making skills Proficient computer skills (Microsoft Office, Excel, PowerPoint) Passion for ending homelessness Exercise independent judgment and leadership abilities including ability to make sound decisions Knowledge and experience in conducting street outreach; understanding of the Coordinated Entry System (CES) and its overarching goal of achieving "functional zero" for those experiencing homelessness Extensive knowledge of issues facing homeless single adults (e.g. chronic health, substance abuse, mental health, domestic abuse, resources for undocumented persons) Social Service or non-profit management experience with ability to work with limited supervision Ability to work with various departments and foster teamwork Skills in database management and record keeping Must be able to successfully manage multiple priorities and projects within tight department metrics and deadlines, as well as be able to manage conflicting priorities and projects Strong attention to detail and organizational skills, with pride in accuracy and quality of work; ability to be highly collaborative within a solid team environment Ability to train, coach, and mentor in a field-based environment Ability to be flexible and work in an environment subject to ongoing change Maintain and execute confidential information according to HIPAA standards Bilingual : Spanish / English preferred Experience working with a multidisciplinary team Other Obtain and maintain CPR / First Aid Certification Ability to pass post offer Tuberculosis (TB) clearances Ability to pass a Pre-Employment Physical Exam Travel is a regular duty for this position and is required 30% of the time Use of a personal vehicle to travel between worksites and other locations is required Must have and maintain a valid California Driver's License and auto insurance in good standing Ability to work a 9 / 80 work schedule Ability to work evenings and weekends if needed Experience At least three (3) years of homeless services experience. Outreach specifically preferred. At least one (1) year of relevant management experience required. 2+ preferred.
