Quality Assurance Specialist (QA) / Business Quality Analyst

Role : Business Quality Analyst With WIC FMNP

Location : Trenton, NJ (Remote)

Scope of Work :

The purpose of this Bid Solicitation is to solicit Quotes for support services for a cloud-based Management Information System (MIS) for the Women, Infants, and Children (WIC) system. The Contractor shall deliver Maintenance and Enhancement (M&E) services for the WIC Management Information System hosted on a cloud platform. This includes relevant interfaces, subsystems, processes, and procedures. The Contract consists of the following two (2) major areas to be executed by the Contractor :

A. System maintenance : This involves daily operational activities to ensure the system, and all associated components function as intended to meet the NJ WIC program's business needs at both the State and local levels. Activities include :

1. Production support, including helpdesk services, incident management, and problem management.

2. Regular releases for fixing defects and adding new features.

3. Ad-hoc reports as needed by NJ WIC.

4. Mandatory changes required due to regulatory updates; and

5. Service requests as they arise.

The Contractor is responsible for providing daily system maintenance to ensure all components meet NJ WIC standards.

B. System Enhancement : This includes :

1. Infrastructure migration : Moving the system to a cloud platform; and

2. Implementing predefined Enhancements to meet USDA and State regulatory and business needs.

Business Quality Analyst (BQA)

The QA / BQA shall be responsible for, but not limited to, the following tasks and activities :

A. Design and implement comprehensive test plans, test cases, and test scripts.

B. Perform manual and automated testing to identify software bugs, performance issues, and deviations from requirements.

C. Identify, document, and track software defects, ensuring they are properly communicated to development teams and resolved in a timely manner.

D. Re-test resolved issues to ensure that bugs are fully addressed without introducing new issues.

E. Convert business needs into detailed functional specifications (BRD and other relevant documents), seek approval from the SCM, and communicate to development team to ensure the system meets business objectives.

F. Create and maintain detailed documentation of testing activities, results, and any issues identified, ensuring transparency in quality control.

G. Collaborate with stakeholders to collect, analyze, and validate business requirements to ensure they align with system functionalities.

H. Validate that the IT system aligns with the organization's business processes and objectives, identify gaps and areas for improvement, provide feedback to adjust functionality as needed.

QA / BQA Required Qualifications

The QA / BQA shall possess the following minimum qualifications :

A. Minimum of five (5) years of experience with IT data system delivery and / or business process analysis;

B. At least three (3) years of experience with relevant WIC systems such as WOW, HANDS, Crossroads, or other systems currently available in the market.

C. At least three (3) years of experience in conducting facilitated workshops for requirements gathering and analysis.

D. At least three (3) years of experience in facilitating business requirements gathering.

E. At least three (3) of experience in developing and maintaining business and functional requirements.

F. At least three (3) years of experience in developing report requirements and specifications; and

G. At least three (3) years of experience in developing and performing quality assurance (product verification and validation) related artifacts, such as creation of test plan, generation of test case and test data, functional testing, regression testing.

QA / BQA Preferred Qualifications :

A. Knowledge and experience in the WIC FMNP or SFMNP.

B. Prior experience in developing training-related materials and documentations.

C. Prior EBT project experience.

D. Excellent communication skills and be detail oriented.

E. Be a self-starter and have the ability to prioritize work and multi-task.

F. Excellent documentation skills, particularly developing graphic representations of complex business processes.

G. Experience of data systems and process audit.

H. Understanding of ITIL framework and concepts.

I. Experience with defect tracking systems and processes, such as Microsoft Azure DevOps, or Jira.

J. Experience in root cause analysis; and

K. Experience in developing and maintaining Requirements Traceability Matrix (RTM).
