Pappas Rehabilitation Hospital for Children (PRHC), operated by the Massachusetts Department of Public Health (DPH), is seeking a dedicated and experienced Contracts Analyst to join our team. Under the direction of the Senior Contracts Supervisor, you will develop bid specifications, manage the procurement process, provide recommendations, and oversee contracts to ensure compliance with performance standards for over $7.2 million in programmatic equipment and operational services. As part of the Contracts Unit, you will collaborate with team members to provide full-spectrum contract services across all Department of Public Health hospitals. The schedule for this position is Monday through Friday, 8 : 00-4 : 00. / Duties and Responsibilities (these duties are a general summary and not all inclusive) : / 1.Develops bid specifications, manages procurement processes, provides award recommendations, and ensures compliance with performance standards for contracts exceeding $7.2 million. 2.Collaborate with team members in the Contracts Unit to deliver comprehensive contract services for all Department of Public Health hospitals. 3. Initiates procurement for expiring contracts and processes requests for new services. 4.Analyzes contract proposals and supporting documentation to determine compliance with established criteria; recommends contract awards. 5.Prepares and processes contract amendments, including extensions and budget adjustments; enters data into the DPH Procurement Tracking System (PTS). 6.Offers technical assistance to vendors and hospital staff in completing the required contract documents. 7.Monitors expenditures against budgets; reconcile using MMARS and the Information Warehouse; prepares financial / statistical reports as needed. 8.Establishes and maintains processes to ensure timely, accurate invoices and effective resolution of billing issues. 9.Reviews and analyzes service-related invoices; presents to senior managers or designees for approval. 10.Compiles, analyzes, and presents data to identify trends, patterns, and potential cost-savings; delivers findings both verbally andin writing. 11.Recommend policy and procedural changes to improve service quality. Knowledge of the methods of general report writing 4. Knowledge of the methods used in the preparation of charts, graphs and tables 5. Ability to understand, explain and apply the laws, rules, policies, procedures, etc. governing assigned unit activities 6.
