Job description

Project Manager

LMI seeks a project manager to support a fast-paced federal program management office. Join our team of collaborative self-starters focused on delivering practical and efficient solutions to help our client keep U.S. borders safe. As part of our high-performing team, you will augment our vital work to provide "eyes and ears" technology to protect our nation.

This position requires regular on-site presence in downtown Washington, DC.

Responsibilities

Responsibilities include :

  • Serving as the governments point of contact in day-to-day operations. Providing technical supervision and guidance for all contractor personnel assigned to the contract. Leading the program / project support contract team in providing best business practices. Responsible for overseeing all contractual responsibilities and delivery of all contract deliverables. Ensuring the efficient, effective, and economical level of contract support is provided to the government; providing oversight of staff and support activities; maintaining contract costs; coordinating with the COR and as required by the PMO to fill vacancies with the most qualified; managing overall contract performance to include providing subcontract management, overseeing invoicing, contract change proposals; and understanding the needs and customer expectations to ensure customer satisfaction.
  • Managing the day to day operations of the program and interfacing with client management daily regarding program / project issues. Responding to internal and external substantive questions and inquiries on assigned tasks, projects, and business analysis.
  • On an ongoing basis, collaborating with teaming partner in the identification and shaping of net new opportunities to continue driving growth. Identifying opportunities to drive technology-led innovation in client solutions.
  • Developing and supervising all aspects of the projects tasks, contract deliverables, and on-site activities, including operational planning and execution, acquisition advisement, logistics, information systems, administrative, and staffing requirements where applicable.
  • Preparing and delivering project status reports and communications to client management. Resolving project staffing and planning issues, managing company staff assigned to the project, and ensuring continuity of support during contractor personnel changes.
  • Ensuring projects are completed within applicable estimated time frames and budget constraints through coordination of project approach, methods, and staffing; resolving any issues with staff, tools, and methods.
  • Reviewing project deliverables and work products for high-quality, accuracy, completeness, and adherence to client requirements / standards.
  • Establishing and maintaining project controls and governance in partnership with project control and financial management professionals.
  • Accountable for the management of tasks in accordance with contractual requirements and in alignment with metrics for customer satisfaction and program performance.
  • Serving as a focal point for managing customer and partner relationships. Maintaining communication and interacting with individuals at all levels of the client staff. Developing deep partnerships with client staff focused on constant engagement.
  • Identifying and meeting with key resources, subject matter experts, and advisors from within CBP and contractor staff to establish and maintain network for information sharing.
  • Ensuring effective application of staff resources through selection, training, appraisal, and ongoing leadership.
  • Encouraging a participative approach to work, fostering cooperation, pride, dialogue, and trust. Creating a strong, high performing team environment. Sharing or delegating power and authority with staff. Using conflict management skills to ensure an effective workplace.
  • Continually guiding staff and reinforcing desired behaviors. Providing feedback and developing employees to their next level of performance.

Qualifications

Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Please note that only U.S. citizens are eligible for a suitability determination.

  • Masters degree in related field required.
  • 8-10 years total experience supporting federal government, and 3-5 years Program Management support to DHS customers, CBP experience, ideally with USBP.
  • 8+ years of experience providing oversight of large, multi-functional project teams, preferably in a systems development environment, and planning and managing complex tasks sometimes under tight budget and time constraints.
  • Possess an in-depth working knowledge in systems engineering and acquisitions life cycles; strong management and leadership, written and oral communications skills.
  • Familiarity with industry best practices; and government contract and subcontract management.
  • Demonstrated leadership abilities, formal education, and / or extensive experience with major software implementations.
  • Excellent written and verbal communication skills, including the ability to compose, write, edit, and proofread a variety of internal and external general business correspondence, proposals, project performance briefings, reports presentations, project proposals, position papers, articles, and memoranda.
  • Excellent interpersonal and listening skills, including the ability to develop and maintain professional relationships in a multidisciplinary environment, and to professionally represent to technical and non-technical audiences.
  • Demonstrated ability to successfully manage competing demands, adapting behavior or work methods in response to new information, changing conditions, or unexpected obstacles.
  • Ability to interact effectively with United States government and law enforcement personnel, including staff and senior leadership, as well as personnel representing other government and industry organizations. Demonstrated ability to establish and maintain strong client relationships.
  • Strong planning skills and ability to initiate develop and effectively manage concurrent multiple tasks, projects, and strategies with little or no supervision.
  • Must be self-directed and highly detail oriented in completing assigned tasks and projects within assigned deadlines.
  • Proven experience in leading, managing, developing, and mentoring staff.
  • Must be available to work on site in Washington, DC regularly and available for occasional travel.
  • Desired :

  • Project Management Professional (PMP) certification.
  • Agile certifications, particularly in Scaled Agile Framework (SAFe) such as SAFe Agilist, Product Owner / Product Manager, and Scrum Master.
  • Target salary range : $131,000 - $200,000
